As a Site Health, Safety and Environment Manager, you will provide HSE leadership and support for ongoing Research & Development (R&D) program, laboratory operations and prototype testing for one of Baker Hughes' CCUS business ventures. You will lead and promote compliance with Baker Hughes HSE procedures and applicable regulatory requirements, ensuring that associated HSE, engineering safety and regulatory compliance risks are effectively managed.

As the HSE Lead, you will:

  • Maintain up-to-date knowledge of applicable HSE regulations and standards applicable to the site operations and ensure applicable permits, documentation and site-specific HSE programs are in place to meet regulatory compliance requirements.

  • Develop, deploy and manage site-specific HSE programs for ongoing R&D operations that comply with company standards and regulatory requirements, and train site employees to ensure effective implementation and compliance with the procedure requirements.

  • Develop and own HSE risk Management Strategy, to include Site Risk Register, identifying critical HSE risks and regulatory compliance obligations, for ongoing R&D operations and new activities.

  • Manage and own site-specific HSE initiatives to manage specific HSE risks and regulatory compliance obligations, ensuring tactical development and deployment to successful implementation, adoption and use by the site operations.

  • Work with site operations leaders and employees to ensure safe handling, storage and disposal of chemicals used in the Lab and R&D operations, maintaining accurate chemical and hazardous material inventory, safety data sheets (SDS), HAZCOM, Chemical Hygiene Plans & right to know for employees.

  • Provide ongoing support to personnel developing task-specific Qualitative Risk Assessment for day-to-day activities and management of change (MOC) processes, and ensure risk control actions are implemented.

  • Liaise with third-party specialist service providers to ensure site-specific programs that require stringent regulatory compliance assurance, such as Air, Water and Waste Management. This includes, but is not limited to, Industrial Hygiene experts, Environmental Media experts for Air, Water and Waste.

  • Develop and maintain a site-specific Emergency Response Plan (ERP) and Emergency Action Plans to include emergency scenarios specific to the site operations, and conduct regular safety drills and emergency preparedness exercises to test the effectiveness of the ERP.

  • Collaborate with the site operations leadership team to drive and promote a site HSE culture, including leading monthly HSE Meetings, drive HSE Observation and Concerns reporting, lead/participate in HSE incidents/near-miss investigations and steward corrective actions to closure.

  • Drive overall site HSE Performance metrics and perform periodic trends and analyses to identify improvement opportunities.

  • Serve as the primary point of contact for HSE matters for the site, including internal Business Performance Reviews, interface with external regulatory agencies and compliance reporting as required by local, state and federal regulations.

Fuel your passion

To be successful in this role you will have:

  • Have a degree in Occupational Health, Safety & Environmental Science, Industrial Hygiene, Chemistry, Engineering, or any related field.

  • Minimum of 8-10 years of experience in an HSE leadership role, preferably in a Chemical Manufacturing/Laboratory, Pharmaceutical, R&D technology, or similar industries.

  • Experienced working in R&D operational environment where chemicals and hazardous materials are handled or processed.

  • Experience managing site Chemical Hygiene, Industrial Hygiene programs and Right To Know rule for employees/operations who work with chemicals and hazardous materials.

  • In-depth knowledge of US Federal and California State Occupational Safety & Health regulations and standards, and experience working with regulatory agencies such as Cal-OSHA, Cal-EPA, CERS (California Environmental Reporting System) and DTSC (Department of Toxic Substances Control)

  • Proven ability to develop and implement HSE programs that comply with company standards and regulatory requirements

  • Proven ability to prioritize, focus on and follow through with improvement actions for multiple tasks and projects as needed.

  • Proven ability working with cross-functional teams to establish, grow, and strengthen a positive HSE culture.

  • Proficient in the use of Microsoft Office suite/applications and HSE management software

  • Professional certifications such as Certified Safety Professional (CSP), or CIH (Certified Industrial Hygienist) are preferred.

  • Strong analytical and problem-solving skills and excellent communication and training abilities.

  • Experience working with local regulatory agencies such as BAAQMD (Bay Area Air Quality Management District), ACDEH (Alameda County Department of Environmental Health)

The annual pay scale for this position is between $107,700.00 - $200,000.00.

Candidates for this role (office-based/ hybrid/ remote) must be located in or near the locations displayed above. The pay range/scale displayed above represents Baker Hughes' good faith estimate of the minimum and maximum for this position at the time of this posting and applies to the possible locations for this position. Baker Hughes will issue a non-bias competitive offer; the salary range posted for this position reflects the projected hiring range for new hires, full-time salaries in some U.S. locations, not including equity or benefits. Where an applicant will ultimately fall within the pay range/scale depends on a variety of factors, including, for example, geographic work location, skillset, qualifications, internal pay alignment, level of experience, and demonstrated performance over time. Please keep in mind that the range stated above is the full base salary range for the role and does not include other forms of compensation.
