JOB TITLE:

Manager, Facilities Engineering

JOB PURPOSE:

Manage and direct the operational and personnel functions for the Facilities Engineering unit to include providing professional engineering services for university facilities and public works projects (Major Maintenance) as required by the State of Wyoming. Provide oversight of designs and construction as the Engineer of Record for UW Operations.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Provide professional engineering (mechanical and electrical) services for public works projects.
  • Develop project scope for maintenance and renovation projects including independent design, planning, scheduling and preparation of drawings and specifications. Incorporate economic analysis and life cycle costing in project selection.
  • Manage projects by organizing resources, setting priorities, selecting contractors and tracking monthly progress.
  • Perform engineering calculations required for analysis, design, modification and replacement of building systems. Estimate costs for labor, equipment, materials and total project expenses.
  • Conduct technical review of construction documents and assess project impact on existing building systems and structures. Identify and resolve engineering and design issues.
  • Provide professional engineering stamps on bidding and construction documents.
  • Support major maintenance planning and prioritization.
  • Supervise engineers and interns, providing training, mentoring and work scheduling to enhance efficiency and expertise.
  • Ensure compliance with safety standards, the International Building Code (IBC), and other applicable state and local regulations to uphold quality assurance. Perform site inspections.
  • Ensure contract compliance, evaluate product and service quality and review and enforce warranties.
  • Negotiate and manage consultant contracts. Prepare bid and request for proposal documents. Advertise and bid projects and review for compliance and acceptance. Manage agreements and records for projects.

  • Participate in committee meetings to contribute to policy development and strategic planning for the future.
  • Act on behalf of the Deputy Director, in their absence.

MINIMUM QUALIFICATIONS:

Education: Bachelor's degree in Engineering from ABET-accredited engineering program

Experience: 10 years work-related experience to include supervisory experience

Required licensure, certification, registration, or other requirements:
  • Professional Engineering License in State of Wyoming or ability to obtain within 6 months of hire
  • Valid driver's license with a motor vehicle record (MVR) compliant with the University Vehicle Use Policy.


DESIRED QUALIFICATIONS:
  • Engineering degree in Mechanical Engineering, Electrical Engineering or similar field
  • Facilities Engineering Design experience
  • Experience with Designing Laboratories
  • Supervision of an engineering team
  • Portfolio as Engineer of Record
