Overview
Nisga'a CIOPS provides hands-on experienced services to civilian and DoD programs worldwide. Delivering highly skilled, cleared personnel who provide services on five continents for a portfolio of customers. Summary: The System Administrator V is a senior-level role responsible for overseeing, managing, and maintaining complex IT systems and infrastructure. This position serves as the highest-level technical authority in system administration, providing advanced support, implementing system architectures, ensuring high availability, and resolving critical issues. The System Administrator V leads IT projects, mentors junior staff, and ensures that systems are secure, scalable, and optimized for performance and reliability.
Responsibilities
Essential Job Functions:
- Shall be responsible for the security and administrative controls of service(s) and/or system(s).
- Shall be responsible for Information technology on multiple computers or network devices represented within an onsite system and/or a remote site within the DOI/IA.
- Shall assist and make recommendations to the government for agency specific High Value Asset (HVA) identification, categorization, and prioritization using FIPS 199 and NIST 800-60.
- Shall assist with agency specific risk assessments in order to identify, categorize, prioritize, and manage Shall assist in keeping the agency specific list of HVAs up-to-date following federal guidelines and/or mandates.
- Shall utilize an Enterprise Comprehensive Patch Management program and follow the cycle that guides the normal application of patches and updates to system(s), along with specific security or other critical updates.
- Shall monitor server application for availability, latency, and gateway queuing and maintain current knowledge of vendor upgrades and patches for both the server and client applications. Shall evaluate vendor provided system changes/upgrades and provide recommendations.
- Shall apply all patches, upgrades, and enhancements in accordance with OIMT configuration management procedures.
- Shall utilize Enterprise Patch Management technologies to mitigate vulnerabilities found throughout the enterprise to ensure compliance with requirements set forth by DOI/IA.
- Shall set up, configure and document Windows servers and domain controllers for DOI/IA. Shall provide support and recommendations for the agency specific software-defined networking (SDN) solution and/or recommend and implement SDN solutions.
- Shall provide support and/or implementation for the SDN solutions that encompass functional separation, network virtualization, and automation through programmability.
- Shall perform systems management and system monitoring and upgrade of all applicable DOI/IA systems.
- Shall schedule and run application jobs; develop and run customized and ad-hoc reports; and support data extraction and manipulation requests.
- Shall utilize new data storage and replication technologies to ensure that all data is managed to provide full backup(s) and Continuity of Operations (COOP) and disaster recovery (DR).
- Shall perform and monitor all server backups.
- Shall restore files and directories in response to user Service Center requests.
- Shall provide technical assistance in enterprise network design and implementation.
- Shall provide support and recommendations and/or implementation for the agency specific Zero Trust Network solution for the agency datacenter and other agencies.
- Shall have extensive knowledge of architectural consideration for Zero Trust Networking, using best practice for datacenter and agency implementation.
- Shall ensure new systems follow applicable OIMT configuration management procedures.
- Shall, work with other staff in developing and documenting new procedures for these tasks Shall Design, implement, and support systems in support of the DIO Division of Systems functional responsibility.
- Shall provide day to day support of the DOI/IA Active Directory as defined by the Federal Functional/Task Lead.
- Application upgrades will encompass the migration of the existing legacy systems into the OIMT's preferred platform.
- Shall provide technical support pertaining to any development requirements including Capital Planning reporting requirements.
- Shall participate in requirements gathering and analysis of various DOI/IA systems as defined by DOI/IA and determine feasibility and value added. Shall maintain and upgrade applications and IT systems, which includes full security, documentation and reporting features.
- Shall develop and implement any new or changed policies, regulations and laws that pertain to the functionality provided within DOI/IA applications and IT systems. Shall provide technical support to OIMT when required at meetings and presentations to program staff, program management and any other entity deemed by OIMT as a customer, stakeholders, management or partner. This may require travel to the locations of these entities or locations where such activities take place.
- Shall create and maintain a source code check-out and check-in process to ensure the government is at no time at a loss of source code work developed.
- Shall maintain, upgrade and develop screens and reports, and design database architecture and work processes for all DOI/IA applications and IT systems. May be required to give or assist in giving presentations on applications and IT system at designated meetings throughout the year which will require travel.
- Shall support mobile training classroom which requires the maintenance of the mobile training environment and may require travel to the locations where the training is being held.
- Shall be responsible for implementing and maintaining the OIMT Architecture throughout the enterprise in coordination with OIMT, DIO, DIS, and Program management.
- Shall use life cycle development methodologies to analyze, develop, document and implements information systems. Shall assist in the administration of the DOI/IA enterprise, including user account management, data organization, performance tuning, and overall system operations. Shall assist OIMT with the program offices and Tribes on application implementation and software licensing. Shall provide broad based user support for end users including troubleshooting, systems support, data management, collection, integration and training.
- Shall provide extensive Microsoft Active Directory support and implement best practice policies to secure and protect user and computer assets in the domain.
- Shall provide extensive Microsoft Active Directory support and implement best practice policies for Group Policy Objects, (GPOs) in order to secure user and computer assets in the domain. This includes, but is not limited to, implementing and/or managing Security Technical Implementation Guides (STIGs), operating system and application hardening configuration, and/or secure OS and application baselines.
- Shall work on projects involving any new or existing application implementations that require access or will exchange data with the DOI/IA Active Directory that may have an impact on the existing or planned systems.
- Shall assist OIMT in the administration of applications and Active Directory within available test environments on separate systems from production for patch testing, version changes and troubleshooting. Shall administer Active Directory and application servers to ensure adherence to standards developed and implemented by OIMT.
- Shall ensure where technically possible, that all applications will be standardized on the preferred platform provided by DOI/IA requirements and administration of applications and IT systems. Systems support for providing necessary hardware and OS configurations needed for Active Directory and application support in all environments.
- The contractor shall utilize and administer centralized monitoring system to discover and deliver problem alerts, or potential problem alerts for the Active Directory, applications and IT systems. Shall make changes to DOI/IA production systems and applications, such as creating new accounts, scheduling jobs, password changes, and modifications to server configurations.
- Shall ensure that any changes to production environments follow proper change control procedures.
- Shall ensure that all system administration activities follow established OIMT guidelines and procedures. May be required to write/update documentation as required for any work performed that requires documentation per BIA guidelines or by direction of the Federal Functional/Task Lead.
- Shall provide systems support for providing necessary hardware and OS configurations needed for database and application support in all environments. Shall receive incoming telephone inquiries and respond according to established protocols and procedures. Provide information to callers or transfer them to appropriate personnel. Will track caller information and related data in an automated enterprise system. Shall troubleshoot application specific problems and advise staff on appropriate action. Shall grant user privileges for all DOI/IA applications and IT systems users when appropriate authorization is present.
Qualifications
Necessary Skills and Knowledge:
- Ability to support Microsoft and Linux Operating systems. Expert knowledge of other Microsoft Products used to manage an enterprise operation. Ability to develop project management documentation.
- Ability to work without guidance.
- Ability to manage and initiate projects.
Minimum Qualifications:
- Associate's Degree or Certificate from technical training institute.
- Minimum of 5 years of related technical and managerial experience in supporting Information Technology environment at the server/data center level.
Preferred Qualifications:
- Any professional related certifications.
