Nisga'a CIOPS provides hands-on experienced services to civilian and DoD programs worldwide. Delivering highly skilled, cleared personnel who provide services on five continents for a portfolio of customers.

Summary:

We are seeking a highly experienced Program Manager to lead the execution and management of the Air Force Tactical Exploitation of National Capabilities (AF TENCAP) ITSS contract. The Program Manager will oversee the delivery of comprehensive IT and technical services supporting AF TENCAP's mission to rapidly exploit national space capabilities for tactical applications. The ideal candidate will be a seasoned leader with extensive experience in DoD program management, stakeholder engagement, and agile program execution.


Responsibilities

Essential Job Functions:

  • Serve as the primary point of contact to the Government Contracting Officer Representative (COR) and Technical Monitor (TM).
  • Provide strategic direction and daily oversight of all ITSS support activities, ensuring compliance with contract requirements and mission priorities.
  • Manage scope, schedule, budget, performance, and risk of all technical and support tasks across multiple functional areas.
  • Lead cross-functional teams including cybersecurity, systems administration, network engineering, help desk support, and special mission IT services.
  • Coordinate closely with AF TENCAP leadership to align IT initiatives with evolving mission objectives.
  • Ensure quality assurance and continuous process improvement across all deliverables.
  • Develop and present regular status reports, performance metrics, and program briefings to senior government stakeholders.
  • Ensure compliance with all applicable DoD cybersecurity and information assurance standards (e.g., RMF, NIST 800-53).
  • Provide leadership and mentoring to staff, promoting a culture of excellence and innovation.
  • Support proposal efforts, contract modifications, and future business development opportunities related to AF TENCAP.

Qualifications

Necessary Skills and Knowledge:

  • Strong knowledge of DoD acquisition processes, cybersecurity compliance frameworks, and agile project management.
  • Exceptional communication, negotiation, and team-building skills.
  • Ability to work effectively in a high-tempo, mission-driven environment.
  • Must present a neat and well-groomed appearance, and exhibit professionalism.

Minimum Qualifications:

  • Must 10+ years of experience managing complex DoD IT or technical programs, with at least 5 years in a leadership role supporting classified programs.
  • Must be a US citizen.
  • A minimum of TOP SECRET/SCI security clearances are required.

Preferred Qualifications:

  • Bachelor's or Master's degree in Engineering, Information Technology, Business, or a related field.
  • PMP certification or equivalent program management credentials.

Pay and Benefits

The salary range for this position is $130,000 to $170,000 annually.
