Job DescriptionThe Business Services Specialist will provide operational support to the External Relations Division, focusing on procurement, travel coordination, contract processing, and budget management. The Specialist is essential for maintaining efficiency and compliance, directly supporting the division's strategic goals. The Business Services Specialist will serve as the subject-matter expert in External Relations for managing procurement activities, coordinating travel arrangements, contract processing, and budget monitoring. Additionally, the Specialist will handle internal technology tools, deliver exceptional customer service, manage ad-hoc projects, and identify opportunities for process improvements. The Specialist will ensure the integrity of financial data and contribute to the development of internal communications and training initiatives.

Salary Range: $41,869.45- $46,056.40

The final salary offer will be determined based on the candidate's qualifications and experience.

Essential Functions:

  • Demonstrate TSTC Core values of Excellence, Accountability, Service, and Integrity with internal and external stakeholders, customers, students, and members of the community.

  • Business Services: Serve as a primary resource for managing procurement, travel coordination, contract processing, and budget management within the External Relations Division. Facilitate communication with internal TSTC departments, including the Financial Services team, to ensure accurate reporting and compliance with organizational policies. Monitor expenditure patterns, prepare budget reports, and support strategic decision-making.

  • Technology Support: Maintain the administration and security of internal procurement and budget management tools shared within the External Relations Division. Track and report on procurement activities, contracts, and travel through various platforms and techniques. Ensure that these systems are accessible, user-friendly, and meet the division's operational needs.

  • Customer Service: Assist divisional team members with procurement, travel, and budget-related inquiries. Provide guidance on navigating internal systems and ensuring compliance with policies. Address requests and concerns promptly, offering clear and actionable information to support the division's objectives.

  • Process Improvement: Identify and implement opportunities to streamline procurement, travel, contract processing, and budget management workflows. Apply best practices to enhance efficiency and reduce costs. Work with stakeholders to develop and refine processes that align with the division's goals and organizational standards.

  • Decision Support: Analyze financial data to support budget planning, procurement decisions, and travel management. Offer recommendations based on data insights and trends, and assist in creating action plans for strategic and operational decisions.

  • Internal Audit: Conduct regular reviews of procurement, travel, and budget management activities to ensure compliance with organizational policies and procedures. Perform audits to verify data accuracy, address discrepancies, and report findings to maintain data integrity.

  • Policy Compliance & Internal Communication: Ensure adherence to organizational policies in procurement, travel, contracts, and budget management. Draft and distribute internal communications regarding procedural changes, new initiatives, and updates. Provide training and support to divisional team members on compliance and best practices.

  • Project Management: Provide support for ad-hoc projects related to procurement, travel, contracts, and budget management. Apply analytical skills and operational expertise to drive project success, collaborating with cross-functional teams to address challenges and implement solutions.

  • Training: Provide hands-on assistance and training to divisional team members on procurement processes, travel coordination, contract management, and budget tracking. Ensure proficiency in using internal systems and adherence to procedures for efficient and compliant operations.

Education/Experience:

  • Associate's degree required. Bachelor's degree preferred.

  • 2 years of required experience in customer service. 3 years preferred.

  • 2 years experience in contract management, procurement, or related field.

  • 1 year required experience in budget management and financial analysis. 2 years preferred.

  • Computer and Software Skills: Advanced proficiency in utilizing TSTC platforms and Microsoft Office Suite and familiarity with contract management, procurement, and budgeting tools.

  • Cross-functional Collaboration: Ability to work independently and collaboratively across organizational levels, including senior management, while meeting deadlines and multitasking in a fast-paced and changing environment.

  • Confidentiality and Integrity: Ability to exercise discretion in handling confidential and sensitive information related to data management and reporting, maintaining confidentiality and integrity at all times.

  • Technology: Proficient in technology-based administrative systems. Preferred expertise in the TSTC systems of operation, Workday, Salesforce, Colleague, SSB, SSF & SDF Grants.

  • Communication Skills: Exceptional communication skills, including written, verbal, and presentation skills, with the ability to convey complex technical information to diverse audiences in a clear and concise manner.

  • Analytical Skills: Strong analytical skills, with the ability to interpret data and provide strategic recommendations. Gather and synthesize data, compile information, and prepare meaningful reports.

  • Organization and Attention to Detail: This individual displays strong organizational skills and attention to detail, ensuring accurate, timely, and efficient task completion. This includes managing multiple tasks and projects simultaneously, prioritizing effectively, maintaining structured processes, and delivering high-quality results.

  • Adaptability and Flexibility: Adapt to changing priorities, work in a fast-paced environment, and handle unexpected situations with poise. Flexibility in adjusting schedules and accommodating shifting demands.

  • Ownership and Accountability: Superior organizational skills and ability to take ownership of deliverable deadlines, ensuring timely and accurate completion of tasks and projects.
