Job Description

  • The Quality Manager / [Chief Inspector] is responsible to the Accountable Manager for the development, implementation, and monitoring of the maintenance and inspection system required to maintain a 14 CFR Part 145 Repair Station / MRO Certification.
  • Their responsibility is to ensure that the maintenance of aircraft, aircraft components, and associated equipment conforms to Federal Aviation Administration regulations and manufacturer recommended maintenance specifications.
  • The Repair Station Quality Manager / [Chief Inspector] is the final authority over airworthiness determinations made within a Certificated Repair Station.

Requirements:

  • Repair Station Quality Manager [Chief Inspector] must have excellent oral and written communication skills and proficiency using computer software. The ability to read, write, speak and understand English, and a commitment to airworthiness, quality, and compliance with regulations specific to the repair of aircraft Articles approved for return to service.
  • It is preferred that the [Chief Inspector] hold 14 CFR Part 65 certification appropriate to the Air Agency [i.e., Airframe License (A), or Powerplant License (P), or (A & P License) or Repairman Certification. This certification signifies [Chief Inspector] from Repair Station Quality Managers.
  • The minimum experience requirement for this position is 18 months practical experience working with similar aviation systems and articles of similar complexity. It is preferred that quality manager have five (5) years' experience working in a supervisory role within a 14 CFR Part 145 Certificated Repair Station, or a supervisory role in a manufacturing quality management system, working with a Civil Aviation Authority [i.e., FAA, EASA, CAAC, TCCA, etc.]
  • Must have demonstrated knowledge of maintenance manuals, air agency operations specifications, and Federal Aviation Regulations applicable to the Repair Station and its customers.
  • Must have a good understanding of 14 CFR Part 120 and 49CFR Part 40 Drug and Alcohol testing regulations and definitive understanding of 14 CFR Parts 39, 43, 65, 91, 121, 135, and 49CFR Part 171,
  • 172, and Part 1554.

  • Must have the ability to make decisions, solve problems, set priorities based on regulation and fact.
  • Must be approachable, fair, resourceful, and independent. A person who enjoys working in a team and who is experience with lean initiatives, problem solving, root cause corrective actions, and AS9100, ISO9001, or AS9110 as may be applicable.
  • Must be a solution-oriented self-starter with the ability to take initiative in creating and implementing procedural changes to improve the system, while working in a fast-paced and highly regulated environment.

Responsibilities

  • Develop and maintain required Part 145 Repair Station manual and Quality Control manual and Forms.
  • Manage and sign Air Agency - Operation Specifications by ensuring adequate procedures are in place to support at least the following Operation Specifications [as needed]:
  • A025 electronic recordkeeping system, electronic/digital signature, and electronic media, as needed.
  • D100 work performed, excluding continuous operations, at locations other than the primary Repair Station location, as needed.
  • A449 conduct operation choosing to have an antidrug and alcohol misuse prevention program, as required.
  • Ensure proper execution of required documentation regarding major repair and/or major alterations.
  • Ensure all records are maintained according to regulatory requirements. [e.g., Maintenance, Training, Calibration, Capabilities, Supervisor and Technician Certification, Rosters, Contract Maintenance Providers, and approved Contract Maintenance Functions, etc.]
  • Responsible for inspection of incoming materials [i.e., sub-components parts and raw materials, etc.] to ensure proper identification, storage/protection, and segregation of new, serviceable, and repairable items. Ensure shelf-life limited items are stored appropriately, utilized until their expiration, and disposal once they have reached their Shelf-life limit.
  • Responsible for inspection of incoming Articles [i.e., aircraft parts, components, or appliances] to ensure documentation of the Preliminary Inspection and a hidden damage inspection, if required. Ensure proper identification, storage/protection, and segregation of customer owned property, serviceable exchange articles, and repairable articles from rejected-repairable items, and rejected-unrepairable items required to be scrapped.
  • Ensures that no defective, non-conforming, or un-airworthy part is installed in any component or aircraft approved for return to service.
  • Maintain in a current status, pertinent regulations, advisory circulars, airworthiness directives, service bulletins, and the technical data required to perform each maintenance task.
  • Supervise and direct Repair Station personnel assigned to quality and inspection and those with Return to Service signatory authority. Ensure all in-process and final inspections are performed correctly.
  • Assure inspection coverage appropriate to the tasks being performed, to ensure those tasks are performed properly and documented accurately. Ensure designated inspectors are thoroughly familiar with inspection methods, techniques, inspection aids, tools, and equipment used within their assigned area of responsibility. Ensure all inspectors performing RII inspections for an air carrier are qualified, trained, and authorized by that air carrier.
  • Assure a final review of paperwork is accomplished to ensure they are complete, accurate and appropriate. Ensure appropriate maintenance entries are provided, in compliance with 14 CFR Part 43.9, 43.11, or 43 Appendix B and confirm only authorized signatories are used to issue a maintenance airworthiness release / logbook entry approval for return to service.
  • Maintains calibration records for all precision tools and test equipment to ensure the equipment is accounted for and calibrated within at required frequency. This includes precision equipment owned by technicians and inspection personnel.
  • Performs requisite self-evaluation and maintains records when adding aircraft, aircraft components, or associated equipment to the Repair Station Capabilities, or the Capabilities List.
  • Initiate all changes found necessary in the maintenance inspection program, policies, and procedures to ensure compliance.

QUALIFICATIONS

  • EDUCATION: Must have - bachelor's degree prefer in engineering or related technical discipline
  • Demonstrated ability to perform the essential functions of the job - four plus years applicable experience in a world-class manufacturing environment is preferred.
  • Effective written, verbal, and interpersonal communication skills for effective interface with all internal and external contacts. Effective facilitation and coaching skills.
  • Knowledge of and experience in Total Quality concepts and ISO procedures.
  • Knowledge and experience with statistical improvement methods, and corrective action development experience.
  • Managerial experience, with demonstrated ability to provide leadership and motivation to employees.
  • Limited travel will be required.

Please note that the salary range information is only applicable for California, Massachusetts, New York, Washington. Compensation is based on a variety of factors, candidate experience, qualifications, location as well as market and business considerations.

Competitive Compensation

  • The wage range for this role considers allowances for a number of factors, including but not limited to required experience, skill level, prior training, licensure/certifications, education, and other business needs. A reasonable estimate of the current range is $98,429 - $164,140.
  • Participation in Annual Incentive Program. This position receives a 12.5% Annual Cash Incentive Plan, which is a bonus based on division performance.
