Job Summary

The Loudoun County Department of General Services (DGS) is seeking qualified applicants for the position of Data Analyst to primarily support Transit and Fleet Operations, as well as other divisions' data analysis needs within the department. Loudoun County has experienced unparalleled growth for many years, resulting in the expansion of Metro Rail services and additional Loudoun Transit routes to multiple locations within the County and Washington Metropolitan area. Accurate data is vital to improving transit operations, supporting planning, and securing funding.

Reporting to the Transit Operations Program Administrator, this position is responsible for reviewing, analyzing, and validating the data produced from multiple systems such as electronic fare collection and real-time information systems. Prior experience with Transit-specific hardware and software systems is not required.

Key responsibilities include:
* Maintaining data in Federal and State databases, which is critical in determining grant funding eligibility
* Providing input for developing a Request for Proposal (RFP) to consolidate numerous data sets (spreadsheets, software applications, etc.) into a manageable and accessible system
* Compiling significant information to develop data dashboards regarding transit and fleet system performance and parking for review by DGS management

The successful candidate will excel in data analysis, problem-solving, critical decision making, communicating verbally and in writing, managing several projects simultaneously, working both independently and collaboratively with other team members, and providing prompt and effective customer service to various stakeholders.

This position is eligible for partial telework in accordance with County and Department policies.

Hiring salary is commensurate with experience.


Minimum Qualifications

Bachelor's degree in Business, Statistics, Computer Science, Finance, or related field; two (2) years of related work experience in research methodologies, such as using SQL to build queries and statistical software packages such as SPSS to conduct data analyses, preferably in conducting program evaluation and managing outcomes for community-based programs or social sciences; or equivalent combination of education and experience.

Experience with any combination of the following tools, skills, and abilities are highly preferred:
* Python
* SQL Server Management Studio
* Power BI
* Artificial Intelligence (AI)
* Creating and automating data pipelines that conduct ETL (Extract, Transform, Load) processes from multiple data sources
* Statistical reports development for data analysis and the ability to provide recommendations based on the data
* Developing and maintaining Power BI dashboards including data transformations using Power BI Query Editor
* Creating data entry forms that access SQL using Excel Visual Basic Macros
* Validation and quality checks to assess and enhance data reliability and accuracy


Job Contingencies and Special Requirements

Valid driver's license and good driving record required (driving records may be reviewed annually for continued qualification). The successful candidate will undergo pre-employment criminal, credit, and DMV record background checks.
