Position Summary

Odyssey Systems has an exciting new opportunity to support the Space Domain Awareness (SDA) mission by providing Advisory and Assistance Services (A&AS) to the Commercial Integration Cell (CIC) of the Combined Space Operations Center (CSpOC) and United States Space Forces Space - Combined Joint Force Space Component (S4S-CJFSC) as an SDA CIC Operations Training and Exercise Development Advisor on the Sensor Systems Support (S3) contract supporting the United States Space Force and Space Domain Awareness stakeholder community.

Work is performed at Vandenberg SFB, CA and remote with the opportunity to telework at the discretion of the Government.

SDA is foundational to Protecting and Defending US Space Systems that provide space-based Intelligence, Early Warning, Communications and Global Positioning services that sustain our way of life, support our national economy and act as force multipliers in times of conflict.

The Combined Space Operations Center Commercial Integration Cell (CSpOC/CIC) enables operational and technology exchange between Space Operators at the CSpOC and commercial satellite owner/operators supporting real-time and near real-time information flow during routine operations and enables rapid, informed response to critical unplanned space events or other activity in and through space to improve SDA.

As an SDA CIC Operations Training and Exercise Development Advisor, your role is pivotal in ensuring recurring and advanced training and exercise products for the Commercial Integration Cell (CIC) are developed in accordance with local plans, OPLANS, strategy and policy. You'll advise on, manage, and instruct mission needs, tracking courses of action to mitigate deficiencies, and presenting status updates on mission systems and oversight for cyberspace issues.

Responsibilities

An A&AS contractor is a knowledgeable and trusted advisor to the Government. As an SDA CIC Capabilities Integration Advisor, you will be responsible for the standardization of CIC training and exercise products across multiple mission sets. Your office will be responsible for the implementation of comprehensive training and exercise initiatives for CIC duty operators, ensuring the readiness and proficiency of personnel engaged in CIC operations. Your role will also include coordinating partner participation in TTP development sessions, when directed. Finally, you will provide operational support, contribute to strategic development, and foster continuous improvement in training processes and methodologies. Duties include, but are not limited to:

    Develop and execute training programs tailored for CIC operations personnel
  • Conduct product reviews, ensuring that training and exercise products are delivered in accordance with program objectives. Assess validity of procedures and make recommendations to team to increase efficacy
  • Oversee the creation of lesson plans, incorporating adult learning principles and accommodating diverse learning styles
  • Advise, as a subject matter expert, across a broad spectrum of commercial operational requirements and best practices
  • Provide ongoing support and guidance to trainer personnel, trainees, fostering a conducive learning environment and addressing individual learning needs
  • Manage multidisciplinary teams to support strategic space operations training programs, Operate JCO and CIC operational and prototype tools & command and control systems during training sessions and facilitate technical assistance to users as needed
  • Contribute to strategic development initiatives, including the adoption of project management and operations management practices to optimize training programs' effectiveness
  • Stay abreast of advancements in software tools and training methodologies, integrating new techniques and technologies into training/exercise programs
  • Support operational activities as required, ensuring seamless integration between training and operational functions within the CIC training and exercise program
  • Prepare certifying programs as required to perform CIC crew operations and perform a monthly number of shifts as designated by CIC leadership
  • Travel to CONUS and OCONUS locations upon Government direction
  • Other duties as required and requested by the Government within the constraints of the S3 contract


Qualifications

Citizenship: Must be a US citizen

Minimum Required Qualifications:

Clearance: Active TS/SCI clearance, agreeable to polygraph

Education: Bachelor's degree

Experience: 8 years of relevant experience, 4 of which are in a similar role supporting Department of Defense or Intelligence organizations

Other:

  • Leadership experience in government acquisitions administration concepts, practices, policies and procedures
  • Proficiency in creating training materials using Microsoft Office applications (Word, Excel, PowerPoint), Google Suite (Docs, Sheets, Slides), and adaptability to other emerging tool suites
  • Strong communication and interpersonal skills, with the ability to convey complex concepts effectively and facilitate interactive learning experiences
  • Excellent problem-solving abilities and a proactive approach to identifying and addressing training-related challenges
  • Self-motivated individual with a collaborative mindset, capable of working effectively within a team environment

Preferred Qualifications:

Clearance: Active TS/SCI clearance, current polygraph

Education: Master's degree in Operations Research, Space Studies/Policy, or a related field

Experience: 12 years of relevant experience, 4 of which are in a similar role supporting Department of Defense or Intelligence organizations

Certifications: DAWIA Acquisition Program Management Level III, PMP, or DAU equivalent

Other Qualifications

  • Experience or certification in project management and/or operations management, with a focus on program optimization and efficiency
  • Experience in USAF/USSF formal acquisition programs with CRADA, contracting and T2 agreements, preferably in space operation
  • Demonstrated expertise in process improvement methodologies and instructional design principles, with a track record of driving measurable improvements in operational effectiveness
  • Advanced knowledge of military operations or previous experience in a military acquisitions or systems integration

Travel: Up to 25% to CONUS and OCONUS locations upon Government direction
