Position Summary The Assistant Facility Security Officer (AFSO) will serve as a backup to the Facility Security Officer (FSO) and assist with daily security operations and 32 CFR Part 117, National Industrial Security Program Operating Manual (NISPOM Rule) compliance for AIRBUS U.S. Space & Defense, Inc. (AIRBUS U.S.) at our Arlington, Virginia facility, and will provide security operations support for our branch offices throughout the U.S. Responsibilities
- Assist in creating, implementing, and monitoring AIRBUS U.S. security policies, procedures, and practices in compliance with government security requirements, to include a Foreign Ownership Control and Influence (FOCI) mitigation agreement.
- Manage the National Industrial Security System (NISS) to maintain facility security information.
- Administer Defense Information for Security System (DISS) and National Background Investigation Services (NBIS) activity, to include initiating, processing, and maintaining personnel security clearances and visit requests.
- Provide guidance and instruction to employees to ensure completion of security paperwork.
- Review all personnel security paperwork for adequacy and completion and submit via the DISS, NBIS and other methods.
- Manage all aspects of the NISP security activities, including document control, visitor control, personnel security, and interpretation/preparation/maintenance of prime and subcontract DD Form 254 for classified contracting.
- Manage the protection and safeguarding of all classified materials (receive, control, route, store, mark, package, mail, and destroy all classified materials and their associated records).
- Prepare, track, and monitor DD254's forms to ensure accuracy and completeness.
- Respond to alarms at our Arlington office during and after working hours to include badge handling, in or out processing, visitor control, physical security management, safeguarding, and occasionally front desk admin duties.
- Conduct all appropriate security training, briefings, and debriefings.
- Implement SEAD 3 reporting requirements.
- Provide guidance and instructions to all employees to ensure any event, circumstance, or act that could be considered a breach of security is reported immediately.
- Investigate and report security violations and draft incident reports.
- Prepare for, and participate in, the DCSA facility security reviews.
- Support the Insider Threat Program Senior Official (ITPSO) with establishing and implementing an Insider Threat program in accordance the NISPOM Rule.
- Implement requirements set forth in the FOCI mitigation agreement.
- Support the FSO with preparing reports and presentations for all levels of Management, including Senior Management, the Government Security Committee (GSC), and the Board of Directors.
- Conduct periodic self-inspections as required by the NISPOM Rule.

Qualifications Education:
- Associate's Degree or a combination of education and relevant experience.
Certification(s):
- Completed DCSA CDSE FSO Program Management for Possessing Facilities (preferred).
Experience:
- Experience working under a FOCI mitigation agreement preferred, but not necessary.
- Must have experience in the U.S. Government, DoD, or contractor community in security management. Working knowledge of the NISPOM Rule and other relevant DoD security guidance.
- Working knowledge of NISS, DISS, and NBIS.
Knowledge, Skills, Demonstrated Capabilities:
- Must demonstrate effective time management and be able to work independently.
- Requires sound judgment and discretion as well as the identification, analysis, and resolution of security-related matters.
- Must be able to maintain strict confidentiality with integrity.
- A self-starter who is accountable and requires minimal direction and supervision.
- Must demonstrate the ability to communicate effectively both in writing and orally with all levels of staff and outside personnel, including senior management and corporate board members.
- Must be self-motivated and results-oriented.
Technical Systems Proficiency:
- Familiarity with physical security systems and software
- Proficiency with MS Office tools
Travel Required: Up to 10% travel required Eligibility: U.S. Citizenship required Clearance:
- Ability to obtain and maintain a Government security clearance
- Active DoD security clearance at Top Secret/ SCI desirable
