Posting Summary
Rutgers, The State University of New Jersey is seeking a Business Manager within the Division of Finance at the Rutgers Cancer Institute.
The Business Manager role is responsible for the management, coordination, analysis, and oversight of personnel and budget information from across the Division of Finance to support the implementation and tracking of the Rutgers Cancer Institute budget. In this capacity, the Business Manager provides direction and subject matter expertise to internal and external stakeholders, ensuring the development of accurate and consistent personnel and non-personnel operating budgets.
To carry out these responsibilities, the Business Manager leverages internal resources, as well as Rutgers-provided budget and finance systems and technology tools, to optimize financial processes while ensuring alignment with institutional policies. Under the direction of Finance leadership-and in close collaboration with fellow Business Managers-this role collects and consolidates budget and financial data from areas across the finance organization.
In addition, the Business Manager performs routine checks to ensure revenues and expenditures are correctly aligned and presented in an accurate and consistent manner. The individual also works closely with leadership to develop, coordinate, and produce meaningful and useful Institute-wide analysis, forecasting, and decision support tools.
This position also includes direct supervision of a team of staff who assist in the collection, coordination, and analysis of budget information. Moreover, the Business Manager works with leaders within the Administrative and Operations areas of Rutgers Cancer Institute to directly develop and track budgets for those areas of the Institute.
Among the key duties for this position are the following:

  • Works collaboratively across Finance to support the coordination of the development, implementation and submission of the annual revenue and expense budget for Rutgers Cancer Institute. Serves as the liaison to the University Budget Office and Rutgers Health for technical budget questions and data uploads into Rutgers University systems.
  • Creates effective work plans and works closely with staff by supervising and addressing their training needs in order to achieve competency of work performance and understanding of personnel and non-personnel operating budgets.
  • Serves as primary business partner, coordinates data collection within Finance and performs routine financial reviews of data to ensure complete, accurate, and consistent allocation of all revenues and expenses across sponsored, non-sponsored, and clinic-related activities funded through the Integrated Practice Agreement with RWJ Barnabas Health. Works with Supervisor and finance colleagues to address issues as they arise.
  • Assists as needed in the development and reporting of budgets and expenditures associated with NJ State Budget Appropriations for submission by the Financial Reporting group within Finance.
  • Works with staff to manage, track, and support the development of the personnel and non-personnel budgets of all sections within the Institute's Division of Administration and Operations.
  • Assists with developing budgets and forecasts for the Institute Director's recruitment and commitment financial package from Rutgers Health. Tracks and reviews that appropriate expenditures are applied and coordinates timely reimbursement from Rutgers Health. Provides ad hoc modeling of related expenses to Institute leadership as needed.

The final salary offer will be determined by several factors, including the candidate's qualifications, experience, and expertise, and availability of department or grant funds to support the position. We also take into consideration market benchmarks, if and when appropriate, and internal equity to ensure fair compensation relative to the university's broader compensation structure. Qualifications


Minimum Education and Experience

  • Bachelor's Degree in Accounting, Finance, Business Administration, or a related field is required. Five (5) years of related experience in budget preparation, administration and control in a health care/academic environment required; including two (2) years in a supervisory role.
  • Equivalent education, experience and/or training may be substituted for the degree requirement.

Certifications/Licenses
Required Knowledge, Skills, and Abilities

  • Maintaining confidentiality is required.
  • Must be computer literate with proficiency and advanced knowledge of Microsoft Excel, Word, Access and PowerPoint.
  • Effective oral and written communication skills.
  • Outstanding human relations and leadership skills, and the ability to function in a team environment are required.

Preferred Qualifications
  • Knowledge of how to accomplish superior performance in a unionized environment is preferred.
