The Associate Vice President (AVP) of IS&T Sourcing will lead the IT procurement function within Thomas Jefferson University, and all applicable affiliates, overseeing sourcing strategies for software, hardware, cloud solutions, telecom, and managed IT services. This role ensures alignment with the organization's mission to deliver exceptional patient care while managing IT procurement to drive cost efficiencies, mitigate risk, and optimize value. The AVP will build and maintain strong relationships with internal stakeholders, vendors, and IT leaders to achieve organizational goals. This is a new position and will be responsible for staffing and leading an IT Sourcing team.

Job Description

Essential Functions

Interacts with co-workers, visitors, and other staff consistent with the values of Jefferson.

Strategic Leadership:

  • Develops and sets high-level sourcing and procurement strategies for Information Systems and Technology products and services for the entire Jefferson system.
  • Align sourcing initiatives with overall Jefferson system goals, cost reduction efforts, and operational efficiencies.

Policies and procedures:

  • Establishes policies and high-level strategies for Information Systems & Technology sourcing.

Vendor and contract management:

  • Lead vendor and supplier negotiations at the highest levels within Information Systems and Technology; ensuring partnerships that drive financial and service benefits.
  • Manage executive relationships with vendor partners, lead high level strategic growth and partnership opportunities with key suppliers.
  • Represents the organization in industry-wide source.ng collaborations, present overall goal with vendor partners relating to sourcing initiatives.

Market analysis and trend monitoring:

  • Oversee risk management, regulatory compliance, and ethical sourcing practices.

Cross-functional collaboration:

  • Collaborate with C-suite executives (CFO, COO, CMO) and physician chairs to integrate sourcing strategies with broader financial and operational plans.

Financial and operational performance:

  • Develops and sets financial and operational performance targets at the system level

Leadership & team development:

  • Manage teams of Directors and Managers, providing leadership and setting long-term objectives

Minimum Education and Experience Requirements:

Education:

Bachelor's Degree in IT preferred.

AND

Experience:

10+ years of experience in sourcing and procurement, with a focus on capital and construction. (equivalent experience acceptable)

Minimum Certifications, Registration or License Requirements:

C.P.M. (Certified Purchasing Manager) from the Institute for Supply Management, Inc. or a CMRP certification from the Association for Healthcare Resource & Materials Management of the American Hospital Association preferred but not a requirement.
