DESCRIPTION OF WORK

An employee in this position is responsible for complex procurements focusing on a variety of services including, but not limited to, Information Technology (IT), Intelligent Transportation Systems (ITS), Professional Design Services, Consulting, Training, Driver and Vehicle Program Services and other agency initiatives. In this position, the employee represents the Department's interest with the Department of General Services (DGS), Office of Administration, Integrated Enterprise Systems (IES), Comptroller Office, Office of Chief Counsel, PA Turnpike Commission and all Deputates and Districts within PennDOT. An employee in this position develops, implements, and evaluates complex procurement and procurement related activities which include, but are not limited to, Request for Proposals (RFP), Invitations to Qualify (ITQ), best value Request for Quotes (RFQ), Request for Interest (RFI). Delegations, Sole Sources, Emergency Purchase Orders (EPO), Settlements Agreements, Assignment of Contracts and Waivers. The employee also manages assignments through the procurement lifecycle to ensure policies and procedures are followed and operational needs are met including the advance development of continued procurements so as not to experience lapses in service. - Full-time employment
- Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
- This position may be headquartered in Harrisburg, or a District Engineering office if space is available.
- Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office.
- Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- One year of experience as a Procurement Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- One year of professional experience performing contract management work; and a bachelor's degree in business, supply chain, logistics, project, or operations management, or a related field; or
- An equivalent combination of experience and training.
