Job Description - Director, Environmental Compliance and Policy

Position Description

Directs the activities of UNS Energy's Environmental Services Compliance Team and maintains collaborative leadership on policy advocacy. Primary responsibility for supporting and enhancing the UNS Energy Environmental Compliance Program, to maintain compliance with all environmental regulations and policies (including air, water, land use and waste), and for driving Company strategy and advocacy on environmental and energy policy matters. This position ensures the comprehensive due diligence efforts for environmental permitting and other considerations for new development opportunities. Cross-department collaboration, as well as exemplifying/building UNS Energy's positive, values driven culture are fundamental to this role.

Position-Related Responsibilities

Environmental Compliance

* Supervises the day-to-day operation of the Environmental Services Compliance Team and oversees budgeting, staffing and workload.

* Ensures and staffs the timely and accurate certification and submittal of all environmental permit applications, reports and submittals.

* Accountable for and oversees the UNS Energy Environmental Compliance Program and directs the Company's air, waste, and water quality programs to maintain compliance with federal, state and local regulations.

* Maintains shared responsibility for environmental and energy policy efforts.

* Represents the Company in legislative and regulatory hearings and workshops dealing with new rule-making activities and leads the development of written and/or oral comments to federal and/or state regulatory agencies concerning proposed rule-making activities that affect Company interests.

* Provides technical consulting/advice to Operations personnel concerning environmental regulation impact on operations.

* Supervises the Energy Resources (Field) and Corporate Environmental Services compliance teams. Ensures the integration, collaboration and cross-function of field and corporate efforts and further builds communication and relationship between Environmental Services and Operations.

* Supports and informs the Company's climate adaptation (e.g. resiliency) and mitigation (e.g. carbon reduction) efforts, working closely with Executive Leadership and the Environmental Services Sustainability Team.

* Responsible for informing/fact-checking external reporting of environmental and related sustainability matters.

* Supports development and implementation of the Company's Integrated Resource Plans, by advising on environmental regulatory impacts and analyzing environmental compliance considerations.

* Coordinates across departments on environmental compliance, policy and strategy matters. Collaborates on outreach efforts.

* Responsible for environmental due diligence and strategy recommendations for new development projects, as well as environmental permitting and staff support and implementation for the continued operation of new projects.

* Responsible for identification and mitigation of environmental risks.

* Co-Chairs internal committees focused on environmental matters.

Environmental/Energy Policy

* Maintains shared responsibility for environmental and energy policy efforts, including the following:

* Advises Company Executive Leadership, Directors, and other Company employees on questions regarding proposed environmental rulemakings and other environmental matters.

* Identifies potential financial and operational risks and opportunities to Company interests.

* Responsible for preparing comments to proposed environmental regulations and working with Government Affairs and the Legal Department to respond to proposed legislative actions.

* Assists other Company departments, such as External Reporting, Risk Management, Resource Planning, and Legal with the analysis and advocacy for proposed environmental legislative or regulatory agency actions.

* Networks with other utilities, industry colleagues, and stakeholders to build trusting relationships. Actively participates in industry association meetings and workshops to stay abreast of relevant environmental policy matters and developments, as well as represents the Company's environmental and sustainability policy positions.

Management Responsibilities

* Ensure that the Company's management principles, policies and programs are consistently practiced and continually support the Affirmative Action Plan.

* Fosters a collaborative workplace. Consistent reflection on ways to further build a supportive and exceptional workplace.

* Develops strategy to prioritize and execute the UNS Energy goals.

* Works to maintain and build a positive, values driven culture within Environmental Services and across the Company. Exemplifies the culture in action and communication.

* Oversee Environmental Services operating and maintenance budget.

* Assume fiduciary responsibility for operating the business and provide recommendations on cost improvement measures.

* Ensure that the Performance Management program is administered uniformly and effectively.

* Comply with and administer the terms and conditions of the Collective Bargaining Agreement when applicable.

* Administers personnel functions, including recruiting, review and approval of job descriptions and salary classifications, and selection and placement of personnel. Participates in hiring, termination, promoting, assignment and direction of staff. Ensure compliance with all applicable local, state and federal laws, regulations and standards, company policies, practices and ethical obligations to investigate, evaluate and recommend appropriate resolution to employee complaints.

* Promotes and participates in the professional development, personal growth and career planning of staff.

* Promotes team engagement through effective measurement, team reflection and action planning.

* Addresses disciplinary and/or performance issues, according to company policy, and communicates effectively with employees regarding corrective action. Has input into the adjustment of grievances and administration of discipline.

* Plans day-to-day operations, estimates personnel needs and schedules and assigns work. Evaluate the structure and team plan for continual improvement of the efficiency and effectiveness of the group.

* This position may provide services to affiliates of the Company subject to the UNS Energy Code of Conduct and the related Policies and Procedures.

Knowledge, Skills & Abilities

(Equivalent combination of education and experience will be considered.)

* Degree in engineering, environmental, legal or project / business management or related field.

* At least 10 years of experience with environmental or energy policy, environmental compliance or regulation and sustainability or equivalent combination of education and experience. Experience must include supervisory responsibility.

* Must have the ability to understand and provide a simple interpretation of complex rules and regulations, ideally those that relate to vertically integrated electric utility business, environmental or sustainability programs.

* Strong organizational and leadership skills.

* Must have the ability to build and maintain strong relationships across all Company departments.

* Demonstrated experience in leading cross-functional teams to achieve desired results.

* Excellent oral and written communication and problem identification and conflict resolution skills.

Pay Rate: $160,000 - $200,000+ depending on experience
