Job Description: Dynamo Technologies LLC is seeking a skilled Program Analyst to provide support to the Project Manager for Positioning, Navigation, and Timing (PM PNT) under the Systems Engineering and Technical Assistance (SETA) contract. This role will support the planning, development, management, and execution of PM PNT's portfolio, including the Mounted Assured PNT System (MAPS), Dismounted Assured PNT System (DAPS), and other future technologies across the DoD PNT enterprise. The Program Analyst will serve as a key integrator across business management, acquisition, engineering support, logistics, test and evaluation, operations, and cybersecurity. This position requires strong experience in DoD acquisition lifecycle support, technical and financial coordination, and knowledge management processes. This is an on-site position at Aberdeen Proving Ground (APG), MD. Duties/ Responsibilities: Program and Budget Management:
Conduct program analysis and contribute to POM and budget formulation in alignment with DoDD 7045.14 and DoD FMR guidance. Support budget development, cost estimation, and financial tracking across PM PNT programs (PWS 3.8.1-3.8.3). Assist in cost, schedule, and performance analysis and provide updates on execution and projections to PM PNT leadership. Prepare budget submissions, Smart Charts, Spruill Charts, and funding documents for leadership briefings and external stakeholders.
Contracting and Acquisition Support:
Assist with acquisition document preparation, including Statements of Work (SOW), IGCEs, and procurement packages in accordance with DoDI 5000.02 and Army Acquisition policies (PWS 3.11.2). Support service contract requests, approvals, and document tracking through coordination with Contracting Officers and COR. Maintain compliance with FAR/DFARS and ensure alignment with PM PNT acquisition strategy.
Operations and Coordination:
Track and manage PM PNT taskers and deliverables using Task Management Tools (TMT), ensuring timely and accurate submission of responses (PWS 3.4.1). Coordinate internal and external meetings, assist with agenda development, and manage senior leadership schedules. Facilitate communication between PM PNT leadership and external stakeholders and support classified/unclassified engagements. Develop, maintain, and track staffing documents, conference requests, and CCIR responses IAW Army Directive 2015-01 and PEO IEW&S policies.
Engineering and Technical Integration:
Provide support to integration engineering and systems architecture teams by managing documentation and facilitating configuration management (PWS 3.9.4-3.9.5). Assist with system installation coordination, product fielding schedules, and integration readiness tracking. Coordinate with stakeholders to ensure proper testing and validation procedures are executed in support of engineering goals.
Administrative and Documentation Support:
Maintain program documentation in accordance with AR 25-50 and PWS 3.3 requirements. Support preparation of travel authorizations and vouchers in DTS, procurement requests, and inventory records. Prepare and maintain meeting minutes, action trackers, and presentation materials for PM PNT leadership briefings. Support inventory management and Government Furnished Property (GFP) tracking as required under PWS 2.3.6.
Information Technology and Knowledge Management:
Provide knowledge management support using Microsoft Office Suite, SharePoint, Confluence, and other Army tools (PWS 3.4.3). Maintain program documentation repositories, SharePoint libraries, and web content for PM PNT's public-facing and internal systems. Coordinate and support classified and unclassified meetings, including setup of IT/AV equipment and VTC systems. Support IT account management, troubleshooting, and cybersecurity compliance IAW DoDI 8500.01, DoD 8570.01-M, and Army IT policies.
Required Skills/Abilities:
Project Management Professional (PMP) or DAWIA Practitioner Level Certification in Program Management. Strong experience supporting DoD acquisition programs and the Planning, Programming, Budgeting, and Execution (PPBE) process. Ability to analyze and interpret complex budget estimates and program requirements. Experience in preparing senior-level briefings and reports for high-level stakeholders. Proven ability to track and manage project milestones and deliverables. Excellent written and verbal communication skills. Ability to work in a fast-paced, deadline-driven environment with minimal supervision. Familiarity with DoD regulations and compliance requirements related to budgeting and acquisition. Proficient in Microsoft Office Suite (Excel, Word, PowerPoint), SharePoint, and task management tools. U.S Citizenship required.
Nice-to-Have Skills:
Knowledge of DoD acquisition reporting requirements, including QPRs, PSRs, and other briefing materials. Familiarity with risk management practices in DoD acquisition programs. Experience preparing responses to high-level taskers from OSD, HQDA, or Congress.

Travel Requirement:
- Yes - This position may require travel within and outside the contiguous United States (CONUS/OCONUS) for up to 1-3 months.
Clearance Requirement:
- Secret Clearance required.
