Overview
Colliers Engineering & Design is looking for a Project Manager to join our Planning group within Buildings Services in Phoenix, AZ! This position will oversee and lead a multi-disciplinary team responsible for creating and processing land development applications through local jurisdictions. This includes administering the project, coordinating internal working groups, ensuring timely delivery of application submittals, meeting with jurisdictional representatives, attending and presenting at public meetings, and managing budgets. In addition, this individual will manage, direct, and supervise the work efforts of assigned staff and coordinate the technical and managerial direction regarding scope, schedule, quality and budget of projects.
Responsibilities
- Preparation of entitlement documents, including applications, narratives, figures, land use and site plans, and landscape/open space concepts.
- Assist in the preparation and review of land use and site plans reflecting the client's needs and jurisdictional requirements.
- Prepare effective work plans and labor budgets for each project.
- Identify the project team, work packages and tasks, evaluation methods, productivity targets, schedule of deliverables and manpower needed on projects.
- Monitor time schedules and budgets on projects to satisfy the client as well as control work and productivity.
- Responsible for the quality control/quality assurance process on all assigned projects.
- Oversee the work and productivity on assigned projects.
- Strive to achieve predetermined goals for profit, productivity targets, and schedule of deliverables.
- Participates in formulating and coordinating proposals and provides other Marketing support, including Business Development.
- Hold team meetings ensuring procedures governing review and approval of projects are followed prior to submission of completed work.
- Negotiate with clients on any scope changes relative to project budgets and schedules.
- Coordinate and communicate effectively with all team members involved in the project to ensure high utilization rates (i.e. Project team meetings).
- Review monthly labor and cost reports to ensure projects are being completed at the pre-determined goal.
- Ensure everyone involved is working in accordance with all project planning and profit control procedures.
- Ensure that all scope revisions affecting the project schedule and/or budget are discussed with the client.
- Ensure that all out-of-scope work and associated fees are approved by the client prior to performing the services.
- Works efficiently with the Billing Department to authorize and transmit bills to client. Follows up with clients for timely payments.
- Mentor junior staff in learning sound technical and business practices and enhancing corporate objectives.
- Adhere to Health and Safety program and all applicable SOPs.
Qualifications
- Bachelor's Degree in Planning, Urban Design, Landscape Architecture, or related program.
- 8-10+ years of work experience in land/urban planning or closely related field; experience may be with either a public or private sector entity.
- AICP accreditation is desired but not required.
- Proficiency with Adobe Suite and MS Office Suite - including Word, Excel, PowerPoint, and Project.
- AutoCAD, SketchUp, and site planning skills desired but not required.
- Demonstrate general computer skills, knowledge and acumen (i.e., Microsoft Office Suite).
- Ability to review and interpret local jurisdictional codes, ordinances, and standards related to land development, zoning, general/comprehensive plans, and architectural design.
- Demonstrate advanced investigative, analytical, and research skills.
- Ability to effectively perform as a team leader.
- Proven ability to demonstrate independent judgment, personal organization, make decisions, and manage multiple competing priorities and projects concurrently.
- Ability to create, maintain, and foster strong client relationships.
- Capacity to attend project-related evening meetings.
- Demonstrate advanced technical and non-technical writing, editing and proofreading skills.
- Tracks progress against milestones, budgetary guidelines, or other performance indicators, and prepares reports to senior management.
- Assists with the selection, negotiation, and managing of all activities regarding external clients.
- AutoCAD, SketchUp, and site planning skills desired but not required.
- Valid drivers license preferred.
- Ability to read, write and understand English for purposes of comprehending written job-related communications and verbal instructions and interactions.
