Data Systems Analysts, Inc. is searching for an experienced Program Manager to serve as Deputy Program Manager (DPM) on a large 5-year task order The DPM will support an Army Futures Command (AFC) Research and Development focused effort, supporting multiple Intelligence support centers and programs. Individual efforts will support enterprise digital transformation, cloud migration, and artificial intelligence in support of the Army's Multi-Domain Operations (MDO) at both CONUS and OCONUS locations. This program will offer engineering support services to the U.S. Army Combat Capabilities Development Command (DEVCOM), Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance, and Research (C5ISR) Center. Job Duties:
- Conduct technical program management, budgeting, scheduling, trade-off analysis, lifecycle costing, manpower assessments, risk management, supportability, test and evaluation, and requirements development.
- Manage, direct, and coordinate planning and implementation of all contract/program activities.
- Create and maintain Program Management Plans and Risk Registers.
- Monitor, report, and manage actions based on industry, program, and customer activity to ensure program success.
- Meet with customer and contractor personnel to formulate and review task plans and deliverables.
- Organize, direct, and coordinate planning and implementation of all contract support activities.
- Formulate and review project feasibility studies, determine costs, ensure conformance to work standards.
- Manage and control schedules and cost to ensure timely and within budget performance of all aspects of the contractual effort.
- Oversee the planning, execution, and monitoring of contract deliverables; establish performance metrics, track key milestones, and manage risks to meet program objectives.
- Provide regular briefings, reports, and recommendations to senior leadership on program status and challenges.
- Mitigate risks by implementing governance frameworks, quality assurance processes, and risk management strategies.
- Provide program management and oversight of all activities performed by contractor personnel, including subcontractors.
- Collaborate and coordinate with third-party vendors, service providers, and carriers to enhance program delivery.
- Facilitate cross-functional, cross-branch, and cross-division communication to meet project goals with minimal customer impact.
Required Education, Certifications and Security Clearance
- Bachelor's Degree in one of the following: Information Systems, Engineering, Business or a related scientific or technical discipline
- PMP certification or DAWIA III Certification in Program Management.
- TS with SCI eligibility
Required Qualifications
- Minimum of ten (10) years' experience in IT organizational support management for programs with over 30 employees and multiple locations, ensuring compliance with federal programs and policies.
- Proven expertise in project management principles to oversee budgets, timelines, and deliverables.
- Strong communication skills (written and verbal), client management, and presentation abilities.
- Results-driven professional fostering high-level collaborative environments and teamwork.
- Highly organized with attention to detail and multitasking capabilities.
- Skilled in analyzing IT and business issues, translating concepts for both technical and non-technical stakeholders.
- Experience supporting technology delivery for commercial or government clients, including engineering, testing, deployment, operation, or maintenance of IT systems.
- Adept at independent or collaborative work across multiple functional areas.
- Proficient in project management tools such as JIRA/Kanban, MS Project, and MS Office.
- Familiarity with Agile Software Development and DevOps practices.
- Documented success in completing projects on time and within budget.
- Effective in identifying and mitigating risks.
- Strong analytical skills to interpret data, identify patterns, and draw conclusions.
- Demonstrated ability to communicate effectively with various stakeholders, including presentations.
- High-level critical thinking, leadership, and influencing skills with technical, financial, and business expertise.
- Comprehensive knowledge of business processes, change management, and project management principles.
Desired Qualifications
- Greater than fifteen (15) years' experience in IT organizational support management for programs with over 60 employees and multiple locations (Preferably Army)
- Experience with programs delivering relevant products and services such as engineering services, development, field engineering, test and evaluation services, logistic services, post-deployment software support (PDSS), post-production software support, and training services.
- Experience managing projects supporting AWS or Azure solutions
- CMMI, ISO, and Quality Management Systems experience
- Experience managing and delivering hardware, software, and integration capabilities.
- Experience preparing procedures and training on concepts and guidelines that integrate commercial off-the-shelf into a tactical environment.
- Experience in a DOD engineering development environment
- Experience in applying integrated cost/schedule and critical path methodologies within an Earned Value (EVMS) environment.
