Goodwill intends to strengthen and expand its services to immigrants and their family members who are students or graduates of a Goodwill Education Initiative (GEI) school. The Immigrant Services Strategist will provide direct service and be responsible for developing the skills of the school staff to enhance services for immigrant students. This position is responsible for expanding outreach into immigrant communities and working closely with partner organizations to increase the number of immigrants and their children who enroll at The Excel Center and Indy Met. This will include developing targeted marketing campaigns, attending community events, developing relationships with leaders in the immigrant community, and more. The strategist will enhance the services currently offered in Goodwill's schools and graduates' programs by providing and coordinating training for staff such as Sheltered Instruction Observation Protocol (SIOP), cultural competency & humility, digital literacy, resource navigation specifically for immigrants, Mental Health First Aid, and more. The strategist will also be responsible for helping organize language translation of school materials and setting up language translation services when needed for conversations with students and graduates. As immigrant students get close to graduation, the strategist will coordinate with college and career readiness specialists, employers, and certification trainers to ensure immigrant students will be well-served by the post-secondary option they pursue. This includes determining the employment statuses of students and how that will affect their career goals. The strategist will connect students to other Goodwill services, which will provide guidance and support to immigrant graduates about the employment process.

Example Duties and Activities

  • Creates and ensures the alignment of the immigrant service efforts with the strategic plan and business goals for GEI. Partners with key stakeholders to understand their needs related to immigrant services and supports that help by building an integrated strategy, execution plan, and budget for immigrant services for those GEI employs, educates, and serves.

  • Differentiates immigrant support for various parts of the organization, including support for employees, for students in schools, and participants in mission programs.

  • Determines when outside vendors and support are appropriate for immigrant services, and identifies, establishes, and manages partnerships with appropriate partners and vendors. Manages external vendors' relationships and expectations including negotiating and contract management.

  • Determines opportunities for funding including school budgets and researching different options such as grant opportunities in partnership with the Goodwill Foundation .

  • Establishes metrics to track data on both multilingual learners program initiatives and immigrant program initiatives, including but not limited to SIOP implementation, the rate of graduates earning an industry-recognized certification or dual credits, graduates enrolling in post-secondary learning opportunities, graduate employment rates, community partnerships, and scholarship opportunities.

  • Utilizes metrics to evaluate immigrant services and supports initiatives and return on investment. Creates and presents activities, outputs, and outcomes reports.

  • Develops a multi-faceted strategy to reduce the stigma around immigrant services and normalize the use of immigration supports for those GEI employs, educates, and serves.

  • Partners with building, central office, and community stakeholders to adapt and adjust immigrant services in response to evolving needs. Identifies ongoing and evolving needs by consulting with stakeholders and administering needs assessments.

  • Plans and facilitates network-wide multilingual learners program professional developments to ensure implementation of best practices, services, and supports in the school setting.

  • Conceptualizes, executes, and facilitates immigrant support training for educators and staff members.

  • Collaborates with Positional Liaison and Student Services staff to incorporate immigrant services and support training where appropriate.

  • Maintains effective communication with support and core operational areas.

  • Ensures all program goals, including budget management, are effectively and strategically achieved.

  • Networks and benchmarks work internally and externally to stay up-to-date on trends, increase the knowledge base, and strive for continual improvement and outcomes.

Required Competencies

* Degree and Credential Requirements - Bachelor's degree in psychology, human relations, social work, rehabilitation counseling, education, or related fields required with a current Indiana English as a New Language/ English as a Second Language license preferred.

* Program Management Immigrant Services- Highly skilled at developing, implementing, organizing, monitoring, evaluating, and improving a comprehensive organization-wide immigrant support and services, including writing policies and procedures, mapped to business goals that improve organizational performance. Is highly creative and innovative at creating systems that meet the unique needs of individuals. Has documented success in interpreting information and making necessary adjustments to achieve program outcomes/metrics.

* Technical Knowledge - Has proficient knowledge of MS Office and Internet navigation. G Suite experience is a plus. Strong digital and multimedia navigation expertise including learning management systems and integrations with HRIS. Workday knowledge is an additional plus.

* Communication Skills - Articulates thoughts and expresses ideas effectively using oral, written, visual, and nonverbal communication skills, as well as listening skills to comprehend others' needs. Delivers information in person, in writing, and in a digital world.

* Business Acumen - Fosters a deep and applicable knowledge of the system of how the organization achieves its business goals.

* Client Engagement - Takes a strengths-based, client-centered approach to developing relationships at all levels while establishing appropriate boundaries. Adept at delivering feedback that is constructive and unbiased. Creates and maintains a safe environment for open discussions.

* Building Collaborative Relationships - Develops, maintains, and strengthens partnerships at all levels with others inside or outside the organization who can provide information, assistance, and support. Can receive and provide feedback to improve performance or processes; builds and maintains customer satisfaction and is adept at vendor negotiation.

* Results-Oriented - Is moved to recognize what results are important and what steps need to be taken to achieve goals or targets for self or others. Adept at effectively prioritizing multiple priorities and is driven to continually improve the results.

* Continuous Learning - Stays current on legal mandates related to the state/local adult and child protective services. Has a thirst for knowledge and applies it appropriately. Driven to find answers through research and collaboration.

Other Requirements

* Is willing to conduct local travel within the territory of GCSI.

* Background Screening - All candidates must pass a pre-employment background check. Must have a valid driver's license, up-to-date auto insurance, and a good driving record.
