Buckeye Partners is currently seeking a Manager, Damage Prevention Program & Encroachments with experience in Damage Prevention Programs Services or related fields in the Oil & Gas / Energy Industry to join our growing team!

Role Summary:

The Manager, Damage Prevention Program & Encroachments is responsible for leading the implementation of Damage Prevention Programs, Policies, Procedures, Continuous Improvement Initiatives in support of Field Operations within the Right of Way, Real Estate and Damage Prevention Services Department.

Responsibilities & Essential Functions include:




  • Maintain safe execution of responsibilities and achieve Operational Excellence by sustaining zero accidents, incidents or injuries.
  • Act as the program leader of the Damage Prevention Programs including One Call Damage Prevention, Encroachment Control and the Damage Prevention Procedure Manual.
  • Manage and oversee the Encroachment Control Program for all company owned and operated pipeline systems and terminal assets.
  • Manage all second party resources necessary for the design encroachment review process for construction plans submitted by third parties to ensure that proposed land development does not interfere with continued, safe pipeline and terminal operations.
  • Oversee and ensure effective implementation of the Damage Prevention Procedure Manual and the Right of Way Use Restrictions Specifications based on best industry practices. Work across all internal and external stakeholders to ensure effective implementation and regulatory compliance.
  • Oversee the 811 One Call Damage Prevention Center and ensure safe execution and high performance of One Call pipeline safety procedures regarding all second and third party One Call excavation encroachment tickets.
  • Plan, organize and lead Damage Prevention Team meetings and conduct effective Damage Prevention Program training events to ensure Field Operations engagement and alignment with the Damage Prevention Procedure Manual.
  • Lead the Damage Prevention Program in effectively responding to, and supporting inquiries from internal and external stakeholders regarding the company's excavation safety procedures.
  • Efectively implement the Safety and Operations Management Standards ("SOMS") in all areas of assigned responsibilities.
  • Ensure High Performance of the 811 One Call Damage Prevention Center and provide effective feedback, support, guidance, direction and performance management to direct reports.
  • Serve as Company representative to Damage Prevention professional organizations such as the Common Ground Alliance, American Petroleum Institute and Association of Oil Pipelines.
  • Support Field Operations and provide timely assistance as requested from any member of Field Operations.
  • And other duties as required and assigned.



Position Requirements:



  • Bachelors degree required in Real Estate, Pre Law, Land Management, or other related discipline or equivalent combination of education and experience required.
  • 10 plus years direct experience in Right of Way, Real Estate or Land Management or similar role within pipeline, oil and gas producer or utility operations or a similar industry required.
  • Must possess expert level experience in reviewing, interpreting, analyzing and applying engineering and development plans and legal documents such as permits and contracts.
  • Must possess advanced experience in understanding, interpreting and applying right-of-way easements and other related legal instruments as well as contract/lease language and law related to property rights.
  • Expert knowledge and experience of right of way/pipeline land management, real estate law, title, accounting and contract law required.
  • Working to advanced knowledge of real property law, land management, legal instruments, title, survey, appraisals, and related processes
  • Expert level proficiency using Microsoft Office (Outlook, Word, Excel, PowerPoint) and Project required.
  • Expert level proficiency using ArcGIS Explorer, Geohub and Google Earth Pro is required.
  • Advanced proficiency with JDE, Microsoft SharePoint, Microsoft Project, Oracle Primavera Portfolio Management, CLS LiNK, CLS GIS Viewer is preferred.



Certificates & Licenses:



  • Notary Public status desired.
  • Expert level IRWA Right of Way Courses on Engineering Review, Encroachments or Property Rights Law with ARWP (Associate Right of Way Professional) or RWP (Right of Way Professional) Credential progressing toward IRWA SR/RA (Senior Right of Way Professional) Credential preferred; or,
  • Expert AAPL Land Management Practices Courses with an RL (Registered Landman) Credential or RPL (Registered Professional Landman) Credential progressing toward CPL (Certified Professional Landman) Credential preferred.
  • Pennsylvania State Driver's License required.

Essential Functions:



  • This position requires the ability to safely and successfully perform essential job functions consistent with ADA, FMLA and other federal, state and local standards, including meeting qualitative and or/quantitative productivity standards.
  • This role requires the ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state and local standards.
  • This position requires compliance with all personnel and safety policies.


Physical & Safety Requirements:



  • This role requires frequent field travel in a safe manner and is regularly exposed to outside weather conditions.
  • Must be able and willing to spend on average 80% of ones time on his/her feet
  • Must be able to lift large, heavy objects weighing up to 50 pounds
  • The person in this position needs to occasionally move inside the office to access file cabinets, office equipment, etc.
  • The employee is frequently required to effectively communicate with others.
