The Billing Supervisor is responsible for overseeing the daily operations of the Billing department, ensuring the accurate and timely issuance of customer bills in compliance with Public Utility Commission (PUC) regulations, the Retail Tariff, and internal company policies. This role supervises billing personnel, implements best practices, and serves as a subject matter expert to resolve complex issues. The Billing Supervisor plays a key role in maintaining regulatory compliance, operational efficiency, and strong internal controls across all customer account types, including residential, commercial, industrial, lighting, and unmetered services.

Location: Hybrid- Downtown Pittsburgh, PA

Responsibilities:



  • Lead and supervise billing staff, ensuring compliance with collective bargaining agreements and company policies.
  • Oversee billing controls and manage exception processing to maintain billing accuracy.
  • Ensure timely and accurate bill generation and distribution for all customer accounts.
  • Maintain and monitor billing system integrity, including rate structures and data accuracy.
  • Develop and enforce departmental policies, procedures, and internal controls.
  • Collaborate with IT and Meter Reading teams to ensure seamless data integration and system performance.
  • Coordinate staff training and cross-training; maintain training materials and procedure documentation.
  • Manage relationship with external vendor for bill and letter printing services.
  • Oversee implementation and testing of billing system updates and enhancements.
  • Analyze billing data and present KPIs and performance metrics to leadership.
  • Provide technical support to staff and maintain proficiency in all billing systems.
  • Identify and implement process improvements and recommend technology solutions.
  • Serve as a liaison for internal and external customer inquiries and issue resolution.
  • Participate in cross-functional initiatives impacting billing operations.
  • Ensure proper documentation and compliance with retention policies.
  • Assist in managing the departmental budget and resource planning.
  • Storm role as appropriate to the role and skillset.



Education/Experience Requirements:



  • Bachelor's degree in business, Finance, Accounting, or related discipline required.
  • Five or more (5+) years of practical billing experience or related customer service experience required. Familiarity with PUC regulations related to billing requirements preferred.
  • Experience at a utility and/or in a bargaining unit environment preferred.
  • Previous leadership experience preferred.

  • Proficient with Microsoft Excel and billing software platforms, Oracle Utility Suite CC&B.
