GENERAL SUMMARY:

The Senior Strategic Business Analyst electronically accesses clinical and financial data files with report writing tools, integrates this data with their advanced knowledge of hospital systems and produces information necessary for making effective decisions throughout the organization that both inform and drive financial, operational and clinical improvement. Continually strives to improve the integrity, validity and understanding of data accessed. Analyzes and organizes complex qualitative and quantitative clinical, financial and administrative data from multiple sources, and synthesizes results into meaningful reports and presentations on a regular basis. Participates on and/or leads project teams as assigned. Trains other users on core analytic and reporting systems.

PRINCIPAL JOB FUNCTIONS:

1. *Commits to the mission, vision, beliefs and consistently demonstrates our core values.

2. *Provides historical data and information necessary to monitor protocols, practice patterns, productivity and operational performance.

3. *Takes the lead to identify data needed, location of data and collection approach to obtain and maintain data from electronic information systems; collects and organizes data from data warehouses (EPIC, Premier CAPA and Siemens Business Intelligence), vendor extracts, departmental spreadsheets and databases, and internet/intranet (portal) sites for easy use by internal business and analytical clients.

4. *Takes the lead to design and prepare standard and specific data sets and reports; works with individuals or teams to provide supporting data for analysis; determines appropriate date range, population, sample size and selection strategy.

5. *Takes the lead to design tools to create better understanding of key drivers impacting healthcare reform-related initiatives including value-based purchasing, meaningful use, readmission penalties, or other reimbursement-impacting programs, with the goal of driving clinical or operational performance improvement.

6. *Assumes expert role in establishing reliability and validity of data accessed for customers, including availability and quality of data.

7. Works closely with customers and data users to define critical information needs; provides guidance regarding availability of data and capability of systems to meet information needs.

8. *Performs analyses of information and process; analyzes, monitors and supports integration processes as appropriate.

9. *Converts project specifications into executable language; tests and debugs coded programs to meet project requirements.

10. Acts as the department's liaison with Clinical Informatics and Quality and Patient Safety.

11. Performs and/or assists with return on investment (ROI) analysis utilizing service line data as needed.

12. *Effectively facilitates and participates on multi-disciplinary teams; attends and participates in release, solutioning and project meetings and activities.

13. *Presents clinical, financial and system performance information appropriately, both verbally and in writing, to all audiences.

14. Provides internal users with health-related information and estimated procedure charges, upon request.

15. Maintains awareness of Medicare and Medicaid regulations.

16. Conducts audits of data and information, including medical records, to ensure accuracy and correctness.

17. Performs other related duties as assigned.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

1. Knowledge of health care coding principles, i.e. ICD/CPT/DRG/APR-DRG.

2. Knowledge of governmental agency medical reimbursement policies and guidelines.

3. Knowledge of medical theory, practices and applications.

4. Knowledge of computer hardware equipment and software applications relevant to work functions including Microsoft Office, internet/intranet, server/mainframe and PC environments.

5. Knowledge of databases, data relationships, data quality and integrity.

6. Knowledge of current issues in the healthcare environment including quality measurement, outcomes studies, healthcare finance and patient safety.

7. Skill in accessing information from various computer databases and merging information into a usable format.

8. Ability to navigate and work with data from various internal and external database sources.

9. Ability to communicate effectively both verbally and in writing including working with physicians and senior management on sensitive political and confidential issues and with clients/users having a broad range of computer knowledge and ability.

10. Ability to prioritize work to meet imposed deadlines while working with minimal supervision.

11. Ability to maintain confidentiality relevant to sensitive information.

12. Ability to establish and maintain effective working relationships with all levels of personnel, medical staff and ancillary departments.

EDUCATION AND EXPERIENCE:

Bachelor's degree or equivalency from a program in Business Administration, Finance, Nursing or Allied Health field of study required. Minimum of three (3) years' experience in creating databases, analyzing data and utilizing report writing tools required. One (1) or more years of relevant healthcare experience strongly preferred. Master's degree may be substituted for one (1) year of experience requirement.
