The Air District is currently accepting applications for the position of Principal Human Resources Analyst (Learning and Organizational Development) in the Human Resources Division. This is an open recruitment for one (1) full-time, exempt, confidential position.

About the Position:

The Principal Analyst for Learning and Organizational Development (Principal HR Analyst) is responsible for leading and developing Air District-wide organizational development and training activities, including creating and implementing a comprehensive, organizational learning plan, selecting and managing a new learning management system, continued guidance and development of a management leadership curriculum, and management of the recently redesigned Performance Management System.

A significant focus of this position will be rolling out key initiatives from the organization's newly minted 5-year Strategic Plan in partnership with the Air District's Executive Leadership team which includes oversight of the Air District's expanding Internship and Fellowship program, and assisting with the creation and implementation of Environmental Justice and DEI & Belonging training for our employees. This is a newly developed position for the Air District, reporting to the Director of Human Resources and providing daily direction to a Learning and Development Analyst. The team is looking for someone who is excited to lead the development and roll out of an innovative and inclusive learning management and organizational development program for our employees that is built on the competencies and values of our organization.

Definition

Under direction, performs the most complex and specialized human resources functions, and serves as an expert in one or more areas of the following areas: recruitment and selection, classification and compensation, benefits, payroll, training and organizational development, labor relations, worker's compensation and safety, equal employment opportunities, and other areas as assigned; and performs related work as assigned.

Distinguishing Characteristics

This class performs the most complex and highly specialized professional human resources work in support of the District's goals and objectives. Incumbents are responsible for providing project leadership and developing, implementing, and monitoring new and/or revised human resources programs. Incumbents perform analytical work that is complex and highly specialized which requires a high degree of initiative and independent judgement. This class is distinguished from the Supervising Human Resources analyst, in that the latter supervises assigned staff on a continuing basis and conducts performance appraisals. This class is also distinguished from the Assistant Human Resources Manager in that the latter performs management duties with responsibility for a program or defined functional area.


Examples of Duties for this Position

Performs and leads the most complex and highly specialized projects and assignments related to the areas of human resources management.

Plans, coordinates, and conducts a variety of difficult and highly sensitive human resources assignments; directs and reviews the work plan for assigned human resources services and activities; monitors workflow and reviews work products, methods, and procedures.

Develops, leads, implements, and administers human resources programs, projects, policies and procedures.

Monitors, researches, and analyzes current and proposed policies, regulations, legislation, and personnel trends; determines impact on Air District's personnel services; recommends appropriate actions; designs procedures and forms for implementation.

Consults management and employees on employee relations and other personnel-related matters, including interpretation and application of various District policies and procedures.

Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; reviews with appropriate management staff; implements improvements.

Prepares human resources related Board/Committee agenda items; develops and prepares presentation materials; serves as subject matter resource at Board/Committee and presents agenda item to the Board/Committee as assigned.

Leads the development of the Air District's training curriculum to enhance organizational and employee development; conducts training assessments and recommends appropriate courses or action; coordinates training activities; presents training.

Represents the Human Resources Office and the Air District in meetings, conferences, workshops, trainings and other forums; confers with representatives of other governmental jurisdictions.

Develops strategies to address Equal Employment Opportunity concerns/issues; advises management on policies; prepares, updates and monitors Equal Employment Opportunity Plan.

Leads and participates in the implementation and upgrade of the Human Resources Information System (HRIS) and database; maintains the District's HRIS and database; generates system reports.

Assists the Human Resources Director in the formulation of policy, goals and objectives, and the annual budget for the Human Resources Office.

Minimum Qualifications

A typical way to obtain the knowledge and skill is:

Education:

Completion of a Bachelor's degree from an accredited college or university in Human Resources, Public Administration, Business Administration, or a closely related field.

Experience:

Four years of professional and analytical human resources experience.

Professional human resources experience in a public agency setting is desirable.

Substitution:

Directly related experience may substitute for education on a year for year basis.
