Manager, Payroll - District Office
FUNCTION: Responsible for managing all payroll processing and reporting requirements for the college district. Ensure adequate internal controls and compliance with relevant laws and payroll tax obligations. Develop systems to handle payroll accounting and reporting, including supervising and mentoring payroll staff on procedures. Prepare annual reports for IRS, state agencies, and the Annual Comprehensive Financial Report.
Essential Job Functions:
- Teachers Retirement System of Texas (TRS). Review and approve TRS payment processing and reporting. Analyze the employees' work schedule to determine TRS eligibility. Maintain software and update reporting requirements as needed
- Annual reporting including:
- W-2's processing and submission (3,200)
- Workers Compensation Audit
- External Audit support
- Census Bureau Report
- Annual Optional Retirement Program (ORP) Estimate
- Texas Higher Education Coordinating Board (THECB) annual submission summary
- Implementation projects; banner team leader meeting; improvement planning
- Supervision of Assistant Payroll Manager
- Provide support for college district regarding paychecks, payroll budgets, benefits deductions and other payroll related questions.
- Understand rule building & testing within banner software for:
- Earning codes
- Benefit codes
- W2-calculations
- Tax rules
- Rate tables (faculty load)
- Insurance Calculations
- Review and analyze data provided for accuracy based on guidelines set by the college and/or legal mandates. Including but not limited to:
- Rates of pay
- Benefit information
- Retirement status
- Time submission
- Overtime
- Leave reporting
- Substitute Information
- Hourly Pay
- Overload Pay
- Compile, Prepare & Submit accurate quarterly reports:
- IRS Form 941
- Workers Compensation (TASB)
- Unemployment
- Oversee accurate payments to the Employee Retirement System of Texas (ERS) Benefits to the state
Additional Job Functions:
- Backup payroll staff during absences or peak data entry periods.
- Provide other reports as requested and manage additional projects assigned.
- Promote the college by participating in community, state, or national organizations or conferences.
- Calculate final payments for 9 month contracted employees that exit prior to the end of their contract.
- Review submission of data and wires for retirement funds, 403B and 457 accounts.
- Work with budget manager regarding payroll expenses.
- Submit direct deposits, wire transfers and approvals.
- Review liability account balancing for accuracy.
Knowledge, Skills and Abilities:

- Requires strong mathematical skill with the ability to perform general math calculations such as addition, subtraction, multiplication and division, as well as various statistical calculations.
- Ability to manually calculate checks from gross to net for verification of program changes and employee questions.

Required Education:
- Bachelor's degree in Accounting, Finance, Business Administration or a closely related field required.
Preferred Education:
Required Experience:
- Five years combined experience in payroll accounting, automated ERP payroll processing, payroll deduction reporting, and payroll account analysis required.
- Three years supervisory experience.
Preferred Experience:
- Higher education payroll experience.
Preferred Licenses/Certifications:
- FPC (Fundamental Payroll Certification) or
- CPP (Certified Payroll Professional)
Work Schedule:
- Work schedule may include occasional weekends and/or holidays to meet the College's Payroll schedules
