The Alaka`ina Foundation Family of Companies (FOCs) is possibly looking for a Senior AWCF Financial Engineer/Budget Analyst to provide research support administration services for our government customer in Aberdeen, Maryland.

Responsibilities:

  • Provide financial, accounting, and administrative support in all general fund appropriations to include Foreign Military sales (FMS) and Army Working Capital Funds.
  • Provide financial support in, reporting the validity of financial transactions within the various Department of the Army accounting systems, such as GFEBS, LMP and, to include DOD systems such as DTS, AXOL, MOCAS, DCAS, SDW, OLRV, ODS, AMPS, DCPS, DCPDS, ATAAPS, Advana, Qlik, Vantage, WAWF, PIEE, GCSS-Army, and EDA.
  • Provide administrative help desk support for payroll, travel, and Government purchase card programs.
  • Reviews, research, and recommends on expired appropriation funding requests/overruns and consolidate these requests for Government management review.
  • Reconcile and analyze monthly financial reports pertaining to execution of appropriated funds to include funds received, commitments, obligations, expenses, and disbursements to identify discrepancies, abnormal balances, and recommend corrective actions to Government management within one business day of completed review.
  • Responsible for providing support to CECOM Funds Holder within the Financial Systems Analysis Division (FSAD) during the quarterly review by providing the Funds Holder the review status for each sample assigned to them within the Funds Holder Checklist. All samples shall be reviewed and documented prior to suspense dates of the quarterly submission.
  • Run the automated labor variance reconciliation on reimbursable accounts and process adjustments within GFEBS monthly.
  • Participate in audit readiness tasks by gathering data from GFEBS, LMP, ATAAPS, DCPS, DTS, AXOL and proper documentation as it pertains to the requested audit sample.
  • Perform reviews of unliquidated obligations/negative unliquidated obligations (ULO/NULO) to determine the transactions are valid or invalid and review obligation amounts for correctness and monitors the disbursement of obligations.
  • Prepare and submit all applicable Review and Analysis charts/data Status Report.

REQUIRED EDUCATION:
B.A./ B.S. Degree in a business field required.

REQUIRED SKILLS AND EXPERIENCE:

  • 10 years of experience required in working with and using the Logistics Modernization Program (LMP) for Army Working Capital Fund (AWCF) budgeting and accounting, testing and implementation of LMP and the SAP-based LMO Enterprise Resource Planning (ERP) system, experience performing Supply Management and Depot Maintenance financial management including budget, accounting and manpower issues, experience developing or providing input to AWCF budget formulation documents, including Program Operation Memorandum (POM) and Budget Estimate Submission (BES).
  • Experience performing the Army Dormant Account Review - Quarterly (DAR-Q) for general funds (OMA, RDT&E, Procurement and Foreign Military Sales appropriations) as well as Army Working Capital Funds.
  • Review, validate, interpret and analyze the following type of recorded transactions in order to achieve the DAR-Q Goals: Undelivered Orders (UDOs), Delivered Orders Unpaid (DOU), Undelivered Orders Unpaid (UDOP), Accounts Payables (A/P), Open Commitments, Unpaid Obligations (UPOs), Unfilled Customer Orders (UFCOs), Accounts Receivables (A/R), Vendor Returns (VR), FMZ F9 Miscellaneous Obligating Documents (MODs), New Obligations with Prior Year Funds, and Goods Receipt/Invoice Receipt (GR/IR).
  • Knowledge and experience on how to complete the Funds Holder Checklist.
  • Knowledge and experience in researching and resolving pay and non-pay unmatched transactions (UMTs), Open Invoices, GCSS-Army Tracer Report, Sales Order Error prior year report, DP96 Army Sales Order prior year report, and respond to audit samples.
  • Experience in researching, resolving, and reprocessing GFEBS IDOCS as follows: DCPS, MTT, and ATAAPS.
  • Experience in running payroll on a bi-weekly basis. Knowledge shall include trouble shooting civilian employee pay issues, navigating DCPS and ATAAPS, system interfaces between DCPS, ATAAPS, GFEBS and LMP.
  • Experience providing help desk support. Help desks support includes knowledge of navigation of any of the following systems: Automated Time Attendance and Production Systems (ATAAPS), Defense Civilian Payroll System (DCPS), Defense Travel System (DTS), Governance Risk and Compliance (GRC), and Access On-Line (AXOL). Also experience to include providing and removing system access for users, providing training on system navigation, and system administrative functions. Help desk functions also include troubleshooting issues (I.e. payroll, travel, and Government purchase card). Due to sensitive data within DCPS and ATAAPS, access levels for these systems are subject to the Privacy Act.

  • Must be U.S. Citizen
  • Must hold an Active Secret (T3) Clearance and be eligible for a CAC card.
