Site Inspector
General Statement of Job
Under occasional supervision, inspects site and structural elements for compliance with applicable building codes. Provides technical interpretation of codes as needed. Performs related duties as required. Reports to the Deputy Building Official.
Essential Functions:
Inspects site construction for compliance with applicable codes including City of Kissimmee Ordinances, and Federal regulations.
Inspects setbacks, landscaping, fences, sheds and accessory structures for compliance with applicable codes and ordinances.
Issues inspection reports and maintains accurate documentation.
Prepares testimony as required for cases for the Code Enforcement Board.
Reviews plans / designs and construction sites for compliance with all applicable codes.
Assists law enforcement personnel with zoning and related issues as needed.
Enforces zoning regulations and various environmental codes.
Inspects exterior of premises for non-compliance and safety hazards.
Provides technical assistance and code interpretation related to Zoning and Land Development codes.
Interacts with and assists other City departments, County personnel, external agencies, engineers, planners, architects, contractors, business/property owners, realtors, developers, attorneys, other government agencies, etc., as needed to accomplish inspection tasks.
Attends various meetings as required.
Performs general office/administrative duties as required, including entering computer data entry, typing reports and correspondence, copying and filing documents, etc.
Minimum Education and Training:
High school diploma or GED equivalent required, supplemented by a minimum of one (1) to two (2) years of experience in construction trade(s) and/or building inspection, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. ICC Zoning Inspector Certification required, or must be obtained within six (6) months to one (1) year of employment. Must possess a valid state driver's license. Must possess or obtain the most current FEMA 100, 200, and 700 Incident Command System certifications within 6 months of appointment to the job.
Minimum Qualifications and Standards Required
Skill Requirements:
Has thorough knowledge of the methods, procedures and policies of the Development Services Department as they pertain to the performance of duties of the Site Inspector. Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position.
Is able to communicate professionally with other City and county departments, property/business owners, architects / engineers / developers, real estate professionals, contractors, etc., in order to accomplish goals and complete projects. Is capable of working under pressure, managing multiple projects within the constraints of time, staffing, financial resources, and organizational considerations. Is able to react professionally at all times, dealing with sensitive situations with tact and diplomacy. Has the ability to offer assistance to co-workers and employees of other departments as required. Is able to take the initiative to complete the duties of the position without the need of direct supervision.
Has the ability to learn and apply new skills and information to improve job performance and efficiency. Is able to read and interpret technical materials related to the responsibilities of the role. Is able to assemble and analyze information and make written reports and records in a concise, clear and effective manner. Has thorough knowledge of the terminology used within the department. Has thorough knowledge of proper English usage and basic mathematics. Has knowledge of modern office practices and technology. Has knowledge of and skill in the use of computers for records management. Knows how to remain calm and respond quickly in emergency situations.
Physical Requirements:
Must be physically able to operate a vehicle and a variety of machines and equipment including a computer, telephone, general office equipment, drafting tools, camera, measuring devices, etc. Must be able to exert up to five pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Work involves reaching, stooping, kneeling, crouching, crawling, pushing, pulling, lifting/carrying weights of up to thirty-five pounds, walking or standing for periods of time, occasionally on uneven terrain.
Is able to perform field work in uncomfortable physical conditions, including exposure to excessive heat / cold, odors, electrical currents, construction hazards, toxic agents, etc., and entering confined spaces and climbing to various heights. Is able to communicate professionally with other City and county departments, property/business owners, engineering / development and construction / real estate professionals, contractors, etc., in order to accomplish goals and complete projects. Is able to work under stressful conditions related to balancing multiple projects within the constraints of time available, personnel capabilities, financial resources, and political considerations.
Responsibilities:
Maintains high standards of accuracy in exercising duties and responsibilities. Exercises immediate remedial action to correct any quality deficiencies that occur in areas of responsibility. Maintains high quality communication and interaction with internal and external entities with whom the position interacts.

Working Conditions:
Works indoors and outdoors in all types of weather. Is able to perform duties under adverse environmental conditions such as excessive heat, cold, odors, smoke, dusts, noise, machinery hazards, and electric currents.
