Responsibilities

We are seeking an Expert Level Functional Specilaist Advisor/Strategic Technical Advisor to join a mission-driven team supporting enterprise-level initiatives within the Intelligence Community (IC) and Department of Defense (DoD), including the National Geospatial-Intelligence Agency (NGA) and NSG/ASG programs.

In this influential role, you will serve as a trusted subject matter expert (SME) and strategic consultant, guiding senior clients and technical teams across engineering, software design, policy, planning, and operational domains. You will ensure enterprise-wide quality, performance, and innovation across the full system lifecycle-from concept and architecture through implementation and evaluation.

Key Responsibilities:

    Serve as a senior advisor and SME to government clients and project teams on system design, integration, and lifecycle strategies.

  • Analyze user and mission requirements to assess software feasibility, timeline, and cost.

  • Recommend and plan optimal system architectures, computing specifications, and peripheral equipment adjustments to meet mission needs.

  • Oversee software QA/QC processes and ensure performance through rigorous testing and evaluation.

  • Collaborate with engineers, developers, analysts, and leadership to define system performance goals and interface specifications.

  • Guide upgrades and modifications to software systems to optimize efficiency and reduce overhead.

  • Evaluate cost, reporting, and security constraints to recommend hardware/software configurations.

  • Support program managers and enterprise planners in identifying system limitations and opportunities.

  • Produce high-quality documentation, technical reports, and communication for internal and external stakeholders.



Qualifications

Skills and Experience:

Required:

  • Bachelor's degree or higher in Computer Science, Engineering, Remote Sensing, Photogrammetry, Image Science, Data Science, Information Technology, Management Information Systems, Geographic Information Systems, Geography, or other related degree program, or related equivalent additional experience of 4 years with no degree or 2 years with a non-STEM degree.
  • Demonstrated experience providing guidance and direction in high technology
  • 18+ years of experience in guidance, consultation, facilitation, and thought leadership to the client and/or project team based on specialized in-depth expertise in such fields as:
    • engineering and technology
    • policy and administration
    • program management
    • planning
    • analysis
    • training and development
    • facilities
    • communications
    • visual design
    • human capital
    • business
  • Previous NGA and/or NSG/ASG program/project work
  • Previous IC or DoD program/project work
  • TS/SCI clearance adjudication or ability SCI and pass a polygraph.

Desired:

  • Master's degree or higher in Remote Sensing, Photogrammetry, Image Science, Computer Science, Data Science, Engineering, Information Technology, Management Information Systems, Geographic Information Systems, Geography, or other related degree program.
  • Expert-level experience in engineering, design and analysis of IT or related systems experience in all phases of design, development, analysis and documentation, and development of standards and guidelines for tasks being performed.
  • Expert-level experience working with DoD/IC Acquisition Process or
  • Experience with Remote Sensing, Photogrammetry, or Image
  • Working knowledge of Model-Based Systems Engineering, processes, tools and
  • Previous NGA and/or NSG/ASG program/project work
  • Previous IC or DoD program/project work
  • Experience with Agile software development
  • Experience with:
    • Project Management software (Project, Primavera)
    • Financial tracking software
    • Customer relationship management CRM
    • Enterprise resource planning ERP

Target Salary Range

$135,000 - $216,000. This represents the typical salary range for this position based on experience and other factors.
