We are seeking a driven and detail-oriented Contract Administrator to join our growing team in support of federal construction services. This role oversees the full lifecycle of federal construction contracts-from pre-award through closeout-ensuring regulatory compliance, supporting negotiation and execution, and driving high-quality project delivery with precision, timeliness, and risk-awareness. The ideal candidate for this role is a strategic thinker with strong communication skills, meticulous attention to compliance, a proactive problem-solving mindset, with a strong desire to learn and grow.

Conti Federal is headquartered in Orlando, FL, however, remote workers will be considered for this position. Travel to the Orlando office or various project locations may be required 1-3 times per quarter.

Responsibilities

Pre-Construction Support



  • Attend pre-bid meetings and site visits; contribute to proposal strategy and preparation
  • Complete and maintain Representations & Certifications for bid proposals
  • Develop and submit compliant Small Business Subcontracting Plans
  • Obtain bonds, consent of surety, and proof of insurance for proposals
  • Draft and negotiate Non-Disclosure Agreements (NDAs), Teaming Agreements (TAs), and Joint Venture Agreements (JVAs)
  • Participate in proposal review sessions
  • Lead or support contract negotiations, ensuring compliance with FAR, DFARS, and agency-specific requirements
  • Review awarded contracts and coordinate execution and pre-construction documentation


Construction Support



  • Manage active contracts to ensure alignment with scope, schedule, and federal compliance
  • Obtain bonds, consent of surety, and proof of insurance for awarded contracts
  • Prepare, submit, and manage contract modifications, letters, and formal correspondence
  • Analyze and negotiate Change Order Proposals and Requests for Equitable Adjustment (REAs); develop and review Time Impact Analyses (TIAs)
  • Monitor project deliverables, milestones, and documentation to support contract compliance and reporting
  • Collaborate with government representatives, internal teams, and subcontractors to resolve contractual issues and ensure progress


Post-Construction Support



  • Compile and submit project closeout documentation and final deliverables
  • Oversee contract closeout activities, including invoice reconciliation, audits, and release of claims
  • Respond to Contractor Performance Assessment Reports (CPARs)
  • Ensure compliance with all post-award reporting and regulatory deliverables
  • Lead or contribute to After Action Reviews (AARs) and internal process improvement initiatives


Ongoing Support



  • Stay current on changes to FAR, DFARS, Executive Orders, and federal contracting guidance
  • Support internal compliance initiatives and contribute to process improvements
  • Participate in continuous training and professional development related to federal construction contracting
  • Advise cross-functional teams on contract interpretation, compliance strategies, and risk mitigation
  • Represent the company in client-facing discussions to foster strong, lasting relationships
  • Develop and update internal work instructions, procedures, and contract management tools
  • Provide training to peers and other Conti staff as needed.
  • Other duties as assigned.


Qualifications



  • Bachelor's degree and minimum 2 years of relevant experience, or high school diploma/GED and 6+ years of progressively responsible related experience
  • In-depth understanding of federal construction contracting, including compliance with FAR, DFARS, UCC, and other regulatory frameworks
  • Proven ability to research and interpret regulations, apply findings to real-world contract scenarios, and ensure alignment with government requirements
  • Working knowledge of standard construction contract provisions and risk implications of contract terms
  • Ability to advise internal stakeholders on contractual risks and develop creative, legally sound alternatives that protect the company's interests
  • Demonstrated ability to resolve complex contractual issues and disputes with minimal oversight
  • Skilled at identifying potential procurement risks/opportunities, offering strategic solutions, and driving them to execution
  • Strong analytical and negotiation skills, with demonstrated proficiency in verbal and written communication
  • Exceptional interpersonal abilities to work cross-functionally and interact professionally with clients, subcontractors, and government entities
  • Ability to read and interpret prime and higher-tier contracts, identify flow-down clauses, and ensure subcontract compliance
  • Must be a U.S. Citizen and able to obtain Personnel Security Clearance, if required
  • Familiarity with ERP/Construction Management Systems such as CMiC, Procore, or similar platforms is a plus
