Job Title: Acquisition Cost Estimator III Location: Washington, DC Clearance Required: Secret Overview: We are seeking an experienced Acquisition Cost Estimator III to provide cost-related analysis and assessments in support of ship, submarine, and related naval systems programs. This role requires deep expertise in lifecycle cost estimating, parametric tradeoff studies, and DoD/DoN acquisition processes. The ideal candidate will have a strong foundation in financial analysis, modern cost modeling tools, and a working knowledge of DoD 5000 procedures. Key Responsibilities:
Perform cost assessments and develop program lifecycle cost estimates for shipbuilding and naval system acquisition programs.
Conduct parametric tradeoff studies and assess cost estimates using modern analytical methods and computational tools.
Apply expertise in tools such as the USN's Visibility and Management of Operating Costs (VAMOSC) databases and the Operating and Support Cost Analysis Model (OSCAM) for Operations & Support (O&M) costing.
Support technology tradeoff analyses and concept development for surface ship and submarine programs.
Ensure all cost estimates align with DoD/DoN policies and the DoD 5000 acquisition process.
Collaborate with engineering, logistics, and acquisition teams to provide informed cost analysis supporting program decisions.
Prepare detailed cost reports and briefings for leadership and stakeholders.
Required Qualifications:
Bachelor's degree in Business, Engineering, or a related field
Minimum of 7 years of professional experience in financial analysis and cost estimating
Certified in the Cost Estimating career field by a recognized professional society or organization (e.g., DAWIA Level III, ICEAA CCEA)
Working knowledge of DoD/DoN acquisition policies and procedures, including the DoD 5000 process
Proficiency with cost modeling tools such as VAMOSC and OSCAM
Strong analytical, organizational, and communication skills
Active Secret clearance
Preferred Qualifications:
Master's degree in Business, Engineering, or related field
10 years of professional experience in cost estimating, specifically within DoD shipbuilding or naval programs
