Pay Range

$160,890 - $204,036 annually for TSL.3

$193,020 - $244,752 annually for TSL.4


Job Description

We have an opening for a Deputy of Facility Operations supporting the National Ignition Facility and Photon Science (NIF & PS) Directorate. You will provide engineering technical expertise, management, and leadership for the safe and effective operation and maintenance of facilities supporting the engineering directorate. There are approximately 1700K sq. ft. of facilities ranging from office facilities to highly specialized types of research facilities. This includes fabrication shops, cleanrooms, laser laboratories, chemical and radiological labs. This position is in Directorate Operations within the NIF & PS Directorate.

This position will be filled at eitherlevel based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

You will

  • Provide technical leadership and oversight to a multi-disciplinary team in the day-to-day management of facility operations. This includes the implementation of conduct of operations, work planning and control, ES&H requirements, safety basis requirements, training requirements, internal and external assessment programs and other safety management programs.
  • Oversee facility activities and projects to support extensive renovation and modernization of facilities and relocation of processes and people. Lead the development of approaches to support the efficient use of space and implementation of new facility concepts.
  • Develop strategies and processes to ensure the successful execution of predictive and preventive maintenance actions and ensure the performance of facility systems to support mission requirements. Develop and review written reports and analyses related to facility design and operations.
  • Manage facilities investments and maintenance in support of the long-term goals continuously improving facility conditions and capabilities. Negotiate with and support program customers in the identification and execution of facilities investments and maintenance.
  • Develop criteria and performance specifications. Identify and recommend facility system upgrades and resource investments required to enhance programmatic mission deliverables and to meet unique operating requirements. Assist directorate management in the development of mission supporting facilities strategic plans, operations policies and procedures and Site Support budgets ensuring alignment with schedule.
  • Conduct safety compliance audits, work observations and inspections. Review results with directorate management, provide recommendations for correction (and prevention of recurrence) of non-compliance findings and identify necessary follow-up measures to ensure future compliance.
  • Perform other duties as assigned.

Additional job responsibilities, at the TSL.4 level

  • Lead and direct the efforts of the Facilities, Logistics and Reliability teams to ensure an organized and unified approach to programmatic support consistent with current standards and Laboratory policies.
  • Partner with program managers to provide advanced technical and operational expertise and represent the organization as a primary technical resource to management and/or external customers.
  • Work independently providing subject matter expertise, advise, participate and monitor the effectiveness of the NIF&PS Reliability Program using knowledge of corresponding systems, tools, metrics and historic data.
  • Contribute to management responsibilities for all personnel and financial issues, including performance management, recruitment and selection of team members, career development and managing overhead and direct budgets.

Qualifications
  • Ability to obtain and maintain a U.S. DOE Q-level security clearance, which requires U.S. citizenship.
  • Bachelor's degree in Mechanical, Electrical, or Structural Engineering or the equivalent combination of education and significant related experience in facilities management, construction, or operations.
  • Significant experience in managing facility structure or system modification, renovation, or construction projects.
  • Significant experience with the design of systems required to comply with safety policies, requirements, procedures and practices, and applicable California, OSHA, DOE, NFPA, and NEC safety standards.
  • Advanced conceptual, analytical, and complex problem-solving skills in a professional environment where facilities and infrastructure management are essential to the organization's mission.
  • Experience evaluating, directing, and motivating staff to achieve organizational objectives and goals. Knowledge of leadership, management, and organizational development principles.
  • Significant experience with conduct of operations principles, procedures and advanced knowledge of safety and health procedures and requirements.
  • Experience conducting assessments and evaluations and providing recommendations to senior management in support of facility operations; experience leading critiques and investigations following off-normal occurrences.
  • Advanced verbal and written communication, technical, leadership, and interpersonal skills necessary to effectively collaborate in a team environment, manage a multidisciplinary team of technical and administrative staff, and oversee a wide variety of program activities.

Additional qualifications at the TSL.4 level

  • Subject matter expert knowledge and expertise in managing facility structure or system modification, renovation or construction projects.
  • Significant experience leading a team, project and or group with demonstrated ability in determining how to prioritize and use resources to meet schedules and deadlines.
  • Significant experience in performance management, recruitment and selection of team members, career development and managing overhead and direct budgets.
  • Ability to interact effectively with many different levels of personnel and management in order to negotiate and influence job-related activities and decisions.
  • Expert communication, facilitation, collaboration, interpersonal and problem-solving skills necessary to lead a team, present and explain technical data and provide advice and guidance to management.
  • Expert knowledge in planning, organization, and delegation skills and the ability to direct and monitor the work of others effectively.
  • Demonstrated ability to work multiple complex problems in parallel and develop acceptable solutions.

Qualifications We Desire

  • Experience in the development of strategies related to physical facilities operations and maintenance, including conceptualization and formulation of capital projects including both major new construction and multiple, significant renovation and renewal projects, siting, architectural intent, space allocation and phasing.
  • Subject Matter Expert knowledge of facility systems such as heating, ventilation, and air conditioning (HVAC) and electrical power distribution systems.
  • Experience designing utility infrastructure for research laboratories or manufacturing facilities.
