JRAD is seeking candidates for a Contract Specialist supporting ARPA-H. This position is located in Washington, D.C.
Roles/Responsibilities:
- Provides pre- and post-contract management support R&D assistance agreements and Other Transactions
- Provide acquisition support to the Agreements Officer's in their efforts to develop, solicit, award, and manage Mission Office program/project needs
- Conduct market research to identify potential vendors and contracting strategies.
- Develop acquisition plans, statements of work (SOW), and independent government cost estimates (IGCE).
- Prepare and issue solicitations (e.g., RFPs, RFQs) in accordance with applicable regulations (e.g., FAR/DFARS).
- Evaluate vendor proposals for compliance, cost reasonableness, and technical merit.
- Conduct market research to identify potential vendors and contracting strategies.

Required Skills and Education:
- Minimum of 5 years of relevant experience preferred
- Previous experience in Other Transactions and/or R&D contracting; experience in Federal Acquisition Regulations
- Previous experience in general research and development acquisitions
- Ability to operate in a rapidly changing environment; ability to operate independently Bachelor's degree; Master's preferred
