Job Description Summary:

This is not a remote role. This role can require up to 100% travel throughout the Enterprise Residential portfolio. Responsible for ensuring compliance with all third-party regulations within the assigned property/properties. This role requires attention to detail, knowledge of affordable housing program regulations, effective communication skills, and the ability to work collaboratively with various teams and stakeholders to ensure compliance with applicable requirements. Mileage reimbursement will be provided

Duties and Responsibilities

  • Consistently and genuinely demonstrate the HEROES principles of being Helpful, Engaged, Responsive, Outstanding, Excellent and Successful in all activities and interactions.
  • Resident File Monitoring: The specialist is responsible for monitoring resident files to ensure compliance with the requirements of various affordable housing programs. If non-compliance is identified, appropriate action should be taken, which may include securing compliance or addressing the removal of tenants who do not meet eligibility requirements.
  • Maintaining Compliance Files: The specialist ensures that onsite teams maintain neat, accurate, complete, and organized compliance files for current and former residents, consistent with applicable program and retention requirements.
  • Guidance to Onsite Team Members: The specialist provides guidance to onsite team members to ensure that all necessary documentation and verifications required for program compliance are obtained from applicants and residents.
  • Sealing Certifications for Waiver Properties: The Regional Floating Compliance Specialist is responsible for ensuring that waiver properties meet the necessary requirements and properly handles the sealing of certifications.
  • EIV Reporting: The specialist is responsible for running monthly and quarterly EIV (Enterprise Income Verification) reports for their assigned portfolio. They must ensure that onsite teams address any findings and discrepancies identified in these reports.
  • Training Associates: The specialist is involved in training new or existing associates to meet resident file compliance requirements for the community they are assigned to.
  • Adherence to Fair Housing Act: The specialist strictly adheres to the federal Fair Housing Act and other applicable regulations, which prohibit any form of discrimination based on race, color, religion, sex, handicap, familial status, or national origin.
  • Communication Internal Team Members: The specialist keeps the Compliance Department Managers, Regional Managers, and VPs of Operations informed of any information that could affect property operations related to compliance matters.
  • Progress Reporting: The specialist provides regular progress reports as required, to update the Compliance Department Managers or other relevant stakeholders on compliance activities and outcomes.
  • Other Assigned Duties: May be assigned other duties not specifically outlined in the job description but deemed necessary for the smooth operation of the compliance function.

Supervisory Responsibilities:

  • This position has no supervisory responsibilities.

Work Location and Work Time

The home office for Enterprise Community Development and Enterprise Residential is in Baltimore. Enterprise also has offices in Columbia, Bethesda, Washington, DC, and New York City, and satellite offices elsewhere.The Regional Floating Compliance Specialistwill be required to travel up 100% of the time to assigned communities in the portfolio.

Every effort will be made to have a work week consist of 37.5 hours but given the nature of the property management business and its administrative requirements, additional work time may be required.

Experience, Education, Training and Qualifications

  • NCHM COS (Certified Occupancy Specialist) Certification or equivalent certification from a nationally recognized compliance training program and experience.
  • TCS (Tax Credit Specialist) Certification or equivalent certification from a nationally recognized compliance training program and experience.
  • Ability to travel throughout entire portfolio as needed. Some overnight travel may be required.
  • Strong organizational and follow-up skills.
  • Strong attention to detail.
  • Ability to handle a high volume of work in a deadline oriented-environment.
  • Proficiency in MS Office products and property management software, preferably Yardi.
  • High School Diploma or G.E.D.
  • Reliable transportation.

The base salary for this role is $70,000 to $75,000 per year depending on level of skills and experience.

  • The salary range for this position is represented by the low and high end of the range for the amount to be paid for the position. Salaries paid at Enterprise will vary based on factors that may include skills, education, location, experience, and performance.
