Primary Function

The Financial Analyst supporting the WSMR Test and Evaluation Analytical Services (TEAS) contract is responsible for computing, classifying, recording, and verifying financial data to maintain accurate accounting records and ensure contract compliance. This role performs complex budgeting and forecasting functions, collaborates with program leadership to develop and monitor multi-year budgets, and conducts detailed financial, statistical, and cost analyses to evaluate performance and support data-driven decision-making. The analyst prepares and assists in the preparation of financial reports for both internal leadership and government stakeholders, ensuring transparency, accuracy, and adherence to applicable regulations such as FAR, DFARS, and cost accounting standards. By supporting financial integrity, reporting, and analysis, the Financial Analyst plays a key role in sustaining the operational and fiscal success of the WSMR TEAS program.

Essential Duties

  • Forecast revenue and profit at the project and company level.
  • Analyze and report budget variances and investigate those variances with project/company managers.
  • Assist holding company executives with subsidiary Business Reviews which report on project level financial metrics including revenue, indirect costs, and profit.
  • Analyze alternative business decisions utilizing Net Present Value analysis, Return on Investment analysis, and break-even analysis.
  • Manage financial reporting and lead monthly financial reviews.
  • Assist with the development and implementation of Estimate to Complete/Estimate at Completion policies and procedures.
  • Monitor and report indirect rates and assist in development of provisional billing rate requests.
  • Interact with corporate accounting office related to various accounting issues like AP, AR, payroll, taxes, and insurance.
  • Ability to learn new accounting systems and develop ability to extract accounting data from various software tools.
  • Interface with internal departments and the DCAA in complex auditing assignments
  • Ensures compliance with internal policies and procedures, as well as DAR, FAR, SBA, and other government regulations.

  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
  • Ability to apply concepts of basic algebra and geometry.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Position requires interaction within the department on routine matters and externally through purchasing and property personnel.
  • Requires the use of judgment to plan, perform; general decisions are made to solve a problem or select a course of action for a standard or recognized method of operation.

Required Qualifications

  • Bachelor's degree in finance with 5 years of task related experience.
  • Must have 3 years' experience performing management activities in a test range environment.
  • Minimum of 3 years' experience in managing a DoD contract
  • Must be able to obtain a Government Security Clearance
  • Good working knowledge of safe working practices is essential.
  • Strong database experience and proficiency in Microsoft Office is required.
  • Hands-on experience with government audits and DCAA compliance, with demonstrated expertise with CAS 403, 410, and 418, required.
  • Thorough knowledge of FAR and CAS and experience in IDIQ and CPFF contracts.
  • CPA, Costpoint or comparable project management system experience preferred.
  • Experience with government contracting and DCAA compliance is preferred.

Working Environment

This is an on-site, fast-paced multi-tasking customer service-oriented environment requiring a high degree of efficient and effective performance. Adaptability regarding schedule and task changes is necessary to accommodate changing priorities.This position is normally 5 days a week M-F. However, weekends and after hour support may be required.
