The Diversity Coordinator will guide the firm's efforts to ensure full compliance with Minority- and Women-Owned Business Enterprise (MWBE) and Section 3 Business Concern goals on public-sector design-build projects throughout New York City. This role requires a deep knowledge of NYC procurement regulations, particularly NYC Local Law 1 of 2013, Article 15-A of the NY Executive Law and the HUD Act of 1968 as well as a proactive approach to engagement, tracking, and reporting of MWBE and Section 3 participation. The Diversity Coordinator will work closely with internal teams-including preconstruction, legal, procurement, and project delivery-as well as subcontractors and agency representatives, to ensure that all contractual compliance goals are met or exceeded.

Key Responsibilities

Compliance Management

  • Interpret, implement, and enforce MWBE and Section 3 requirements on all eligible contracts, particularly in accordance with NYC Local Law 1 of 2013, Article 15-A of the NY Executive Law, and the HUD Act of 1968, and other applicable federal, state, or city regulations.
  • Develop and maintain diversity compliance plans for each project in coordination with estimating and procurement teams.
  • Conduct goal-setting and availability analysis during the procurement phase and guide bid strategies to meet utilization targets.

Subcontractor Engagement

  • Source, vet, and prequalify MWBE and Section 3 Business Concern subcontractors and suppliers.
  • Host outreach events, pre-bid conferences, and technical assistance sessions to increase MWBE vendor participation.
  • Facilitate mentorship or joint venture partnerships as required by project goals.

Tracking & Reporting

  • Maintain detailed utilization tracking using tools such as B2Gnow, Elation, Procore Diversity, or equivalent platforms.
  • Prepare and submit timely compliance reports to public agencies (e.g., NYCHA, DDC, SCA, DASNY, EDC).
  • Monitor MWBE spend against targets, provide variance analysis, and implement corrective actions if goals are not on track.

Training & Internal Support

  • Provide diversity compliance training to staff, subcontractors and project teams.
  • Advise on the integration of diversity strategies in project planning, bidding, and execution phases.
  • Collaborate with legal and contracts teams to ensure subcontract agreements include enforceable MWBE and Section 3 clauses.

Audit & Risk Management

  • Lead audit preparedness and respond to agency reviews and third-party audits.
  • Maintain accurate and audit-ready documentation for all subcontracting and diversity compliance activities.

Qualifications

Required

  • Minimum 2 years of experience managing MWBE/DBE compliance, preferably on NYC public-sector capital projects.
  • In-depth knowledge of NYC Local Law 1, NYS Article 15-A, and the HUD Act of 1968 program requirements at the city and state levels.
  • Demonstrated experience with diversity utilization reporting and compliance systems (e.g., B2Gnow, Elation, Salesforce, Procore Diversity).
  • Strong understanding of public procurement procedures, contract language, and project lifecycle on design-build projects.
  • Experience working with NYC agencies such as NYCHA, DDC, SCA, HPD, or EDC.
  • Familiarity with Section 3, SDVOB, and other social equity compliance programs.
  • Excellent organizational, analytical, and communication skills.

Preferred

  • Bachelor's degree in Business, Public Administration, Construction Management, Law, or related field.
  • Certifications such as CPSM, CCSP, or MWBE Program Administrator credential are a plus.
  • Bilingual capabilities a plus.

Soft Skills

  • Proven ability to build trust with diverse subcontractors and community stakeholders.
  • Ability to manage competing deadlines across multiple projects.
  • Confidence in presenting compliance strategies and updates to senior leadership and agency representatives.
  • Detail-oriented and audit-conscious mindset.

Work Environment

  • Office-based with frequent visits to project sites and attendance at community or vendor outreach events.
  • Occasional evening or weekend availability for MWBE outreach or agency compliance events may be required.
