Summary

This position is intended to support the planning and operations functions for The Johns Hopkins Hospital Office of Emergency Management (JHMOEM). This includes researching, reviewing, and drafting "all-hazards" emergency plans and polices, developing and conducting related exercises, drills, and trainings; as well as serving as a command position during activation of the Johns Hopkins Medicine Unified Incident Command Center (UICC)




  • Supports local and senior emergency management leadership with researching, reviewing, and drafting "all-hazards" emergency plans and polices.
  • Completes an annual hazard vulnerability analysis (HVA) of Johns Hopkins Medicine (JHM) in conjunction with the Senior Director.
  • Uses the annual hazard vulnerability analysis (HVA) of Johns Hopkins Medicine (JHM), in conjunction with the Senior Director, to draft and develop relevant trainings, drills and exercise based on the top-ranked hazards or risks
  • Maintains the operational readiness of the JHM Integrated Emergency Preparedness Plan and UICC.
  • Supports local emergency management leadership with development and operational readiness of emergency operations / preparedness plans and departmental continuity plans.
  • Develops, implements, and manages an effective and ongoing exercise/drill and training program for the JHMOEM that meets the regulatory requirements for the Center for Medicare and Medicaid Services, The Joint Commission, and the Federal Emergency Management Agency.
  • Serves in a command position during activations of the UICC.
  • Prepares and analyzes post-incident damage assessments, including preparation and review of After-Action Reports.
  • Manages and applies for pertinent grants, including the Hospital Preparedness Program Grant.
  • Advises local, state, and federal disaster officials on relevant information related to emergency management operations at JHMOEM.
  • Serves on various committees related to emergency management and attends assigned emergency management meetings for JHMOEM.
  • Represents the Senior Director at meetings and committees.
  • Other duties as assigned to support JHMOEM operations.



Education: Bachelor's required. Master's in emergency management, public health, or similar concentration is preferred.

Required Licensure, Certification, On-going Training: None required. Certification if healthcare emergency management (i.e., CHEP), or equivalent, preferred

Work Experience: Minimum of 3-4 years of previous work experience in an emergency management, public health, or public health or public service field. Master's degree will substitute for 2 years of work experience

Salary Range: Minimum 33.90/hour - Maximum 55.98/hour. Compensation will be commensurate with equity and experience for roles of similar scope and responsibility.

In cases where the range is displayed as a $0 amount, salary discussions will occur during candidate screening calls, before any subsequent compensation discussion is held between the candidate and any hiring authority.
