Summary

The Licensing Engineer provides technical engineering, design, economic, and analytical support to participate in the development of license amendment requests, relief requests, and other licensing documents to support the operation of PVGS. Performs engineering tasks requiring skills and experience gained through application of engineering methods and analysis. Has increasing responsibility for maintaining and interpretating licensing basis documents. Provides technical guidance and leadership to others as needed. May be subject to shift work.

Minimum Requirements

Engineer III:


A four-year Bachelor of Science degree in an engineering discipline or related applied science discipline (see approved list) from an ABET accredited institution plus five (5) years working experience in Engineering-related positions, one (1) year experience must be in nuclear.



Engineer Senior:


A four-year Bachelor of Science degree in an engineering discipline or related applied science discipline (see approved list) from an ABET accredited institution plus eight (8) years working experience in Engineering-related positions, three (3) years' experience must be in nuclear.


Approved degrees:
Materials Science/Metallurgy, Physics, Chemistry, Nuclear, Electrical, Mechanical, Civil, Electronics, Computer Science, Environmental, Chemical, Structural.
(A four-year Bachelor's of Engineering Technology degree is not considered an automatic equivalent for a B.S. degree in Engineering. A review of the degree program curriculum must be completed by Engineering department management.)

Preferred Special Skills, Knowledge or Qualifications:



  • Problem analysis/resolution techniques.
  • Knowledge of applicable codes, standards, practices, methods and safety standards in the area of applicable engineering discipline.
  • Experience in the utility industry.
  • Experience in nuclear industry for jobs at Palo Verde.
  • Professional Engineer licensure.


Nuclear requirements
Any PVNGS employee may be called upon to serve as a member of the Emergency Response Organization (ERO) and will be expected to fulfill their obligation as an ERO member.
Any PVNGS employee may be called upon to support a refueling or short-notice outage.
This includes line roles and responsibilities as necessary to execute outage activities.
These are conditions of employment at PVNGS.

Major Accountabilities

1) Makes decisions and recommendations that have a moderate effect on the overall organization performance. Has long term impact.


2) Typically influential in setting long term goals and objectives. Is depended upon regularly in one or more areas of engineering expertise with depth of knowledge in related field or wide breadth of engineering knowledge in general fields. Understands engineering technology and process concepts for the organization and processes.


3) Contacts customers and various levels of management to obtain or present technical data. Presents the results of designs or approaches to subordinates, colleagues, management and customers.


4) Requires defined overall goals. Has capability to work without appreciable direction. Work is reviewed from a long-term perspective, mainly for results. Establishes most effective solution to problems. Sought out for solutions that are acted on as a final technical basis for decisions.


5) Develops and applies technical solutions which require original and creative approaches. Provides unique solutions and applications to a broad range of technical problems.


6) Plans, coordinates, sets priorities, and applies resources on complex projects or processes.


7) Takes initiative to eliminate barriers and uses resources to ensure desired results.


8) Independently reviews complex-engineering analyses. Prepares engineering plans, evaluations, studies, technical reviews, investigations and verifications.


9) Prepares, checks and reviews non-standard analysis, evaluations, and investigations of others.


10) Maintains and interprets PVGS and industry licensing basis documents including the Operating License, Technical Specifications, TS Bases, and TRM. Develops regulatory white papers to support a variety of operational concerns and interpretations of industry guidance.


11) Collaborates with other departments and the industry to develop license amendment requests, relief requests, exemptions, and routine reports. Communicates effectively and utilizes departmental guidance documents to validate submittals to the NRC.


12) Reviews engineering products to ensure the need for NRC prior approval has been correctly determined using the 10 CFR 50.59 process. Supports and engages with other departments to advise on making accurate 50.59 conclusions. Supports the program owner in activities associated with the 50.59 program.


13) Interfaces with the Nuclear Regulatory Commission regarding licensing activities.


14) Participates in and represents PVGS at industry forums in support of licensing activities.


15) Provides technical guidance and leadership to technically subordinate personnel.


16) Identifies potential schedule or quality problems and initiates corrective action.


17) Integrates the many interrelated elements of complex projects that are broad in scope, require considerations not previously encountered and requires interpretation and/or modification to guidelines. Complies with design, regulatory, operating and maintenance requirements.

Hybrid Role:

This position combines working in the office and at home, based on the needs of the business. The schedule will be determined with the hired employee and leadership, but the ultimate decision is the company's.

Any PVGS employees may be called upon for random Fitness for Duty (FFD) testing during scheduled working hours. Employees, if off-site, must report to FFD at Palo Verde as soon as reasonably practicable, but no more than 120 minutes after being notified. Employees who are onsite when notified will have no more than 60 minutes to report after being notified.
