Job Profile Name: Manager, Financial Planning & Analysis Job Profile Summary: The Manager of Financial Planning & Analysis is a leadership role responsible for overseeing and managing all financial operations of the nonprofit hospital. Reporting directly to the Chief Financial Officer (CFO), this position ensures the financial integrity and sustainability of the organization while supporting its mission to deliver quality healthcare services. The Manager of Financial Planning & Analysis will play a pivotal role in strategic planning, financial management, regulatory compliance, forecast and budgeting, and operational efficiency. MINIMUM QUALIFICATIONS: EDUCATION, CERTIFICATION, AND/OR LICENSURE: 1. Bachelor's degree in accounting, finance, or business administration required. EXPERIENCE: 1. 5 years of experience in healthcare accounting or finance. 2. Requires 2 years of experience with demonstrated leadership and supervisory experience and broad knowledge of all general and specialized healthcare finance areas. PREFERRED QUALIFICATIONS: EDUCATION, CERTIFICATION, AND/OR LICENSURE: 1. CPA Certification. 2. Master's degree in accounting, finance, or business administration preferred. 3. Six Sigma Process Efficiency Certification EXPERIENCE: 1. Experience in Epic Electronic Medical Records, Tableau, Workday. CORE DUTIES AND RESPONSIBILITIES: The statements described here are intended to describe the general nature of work being performed by people assigned to this position. Progresses the annual 5 Year Forecast process, including projections evaluating impact of large multi-million dollar capital investment and in doing so, provide detailed financial forecasts, multi-year planning scenarios, and contingency strategies to guide decision-making. 2. Ensure a sound capital budget with focus on life-of-plant, fiscally efficient funding sources, and prioritization of a multitude of IT, infrastructure, and equipment projects. 3. Develop and manage the annual operating budget in collaboration with senior leadership, ensuring alignment with organizational goals. 4. Establish monthly budget variance reports explaining large swings and deviations from budget to clinical, physician, and administrative leadership. Strategic Leadership 5. Collaborate with the CFO and executive leadership to develop long-term financial strategies that support the hospital's mission and sustainability. Works collaboratively with the WVU Medicine (System) and UHA (Physician Division) senior management team, WVU School of Medicine (SOM) leadership, WVUHS executives, and other WVU Medicine medical staff to deliver optimal messaging while garnering broad support for efforts to promote our mission and deliver results. 6. Identify financial issues within varied and diverse hospital departments in coordination with operations and communicate solutions to appropriate leaders. 7. Lead efforts to improve operational efficiency by implementing automated systems for budgeting and reporting, specifically in key focus areas of Inpatient Nursing Units, Operating Rooms (ORs), outpatient Clinics, and Emergency Department (ED). 8. Serve as a liaison to operational leaders, communicating regularly complex finance and accounting principles and ideas in a manner to allow clinical operations the necessary tools to implement change strategies. 9. Advise department leaders on revenue enhancement and cost control strategies. 10.Maintains an excellent rapport with executives, physicians, management and staff and gains cooperation while working toward institutional goals and objectives. Requires establishing trust and credibility among all constituents. Works collaboratively with the senior management team by providing timely assistance related to financial matters. 11.Understands and can teach team/other hospital management key healthcare concepts including, but not limited to, billing codes such as HCPCS, DRGs, CPTs, ICD-10, common CMS procedures and processes, the payor/provider network, and hospital volume measures like Average Daily Census, Days Cash on Hand, efficiency and throughput, and utilization. Compliance and Audit 12. Ensure compliance with all regulatory requirements, including local, state, and federal laws governing nonprofit healthcare organizations. 13. Maintain up-to-date finance policies and procedures manuals while ensuring adherence across departments. 14. Manage the hospital's internal controls to safeguard assets and ensure the reliability of financial information. 15. Tracks detailed project charges by funding source to comply with debt requirements, support construction fund draw-downs, and calculate construction period interest. Assigns depreciable assets to relevant funding sources for compliance reporting throughout the life of the debt. Member of tax-exempt debt compliance team. As a member of this team, ensures ongoing compliance with federal tax rules and regulations governing the use of bond proceeds and requirements as to use financed property and yield restriction and rebate requirements. Team Leadership 16. Supervise finance staff, including hiring, training, performance evaluations, and professional development. 17. Models adaptive behavior by demonstrating a proactive attitude and enthusiasm while exhibiting patience with different cultures and divisions of WMC. Demonstrates honesty, integrity and a strong work ethic. 18. Foster a culture of accountability, excellence, and transparency within the finance department. 19.Maintains personal program to improve professional and business skills necessary for high-level performance within the position. Attends meetings and seminars to maintain knowledge of current trends and developments in the field, presents information obtained as in service training sessions as necessary. Takes immediate action upon the discovery of serious discrepancy situations. Documents actions and rationale for decision. 20. Represent the CFO as needed in meetings with stakeholders such as board members, auditors, system (WVUM) teams, or regulatory agencies. Analytics and Reporting 21.Monitor and analyze financial data to make recommendations regarding staffing and operational budgets 22. Work closely with program directors to ensure proper tracking and reporting on funding utilization. 23. Gathers competitive, publicly available information regarding cash flow, cost, margins, investments, etc., necessary for understanding competitor strategies, strengths and weaknesses as needed. 24. Lead initiatives to optimize the hospital's revenue cycle, including billing and collections processes, in tandem with corporate revenue cycle partners. Collects data and assesses areas of opportunity in revenue cycle for acuity capture in billing, denial reduction and management, and engages providers to optimize their efficiency, quality measures, and revenue opportunities. 25. Functions independently and without direction to find cost savings or revenue enhancement opportunities throughout hospital through self exploration and discovery of system data to deliver improved financial performance, and coaches junior staff similarly. 26. Is comfortable reviewing and assessing Income Statements, Balance Sheets, and Cash Flow statements for opportunities, risks, and problems. 27.Carries out special projects and performs other duties as assigned. |
