ANALYGENCE is seeking a Senior Requirements Staff Officer/SME to support the NAVIFOR N8 Requirements Directorate and NIWDC by leveraging consulting, managerial, analytical, and organizational skills to effectively manage Navy Information Warfare (IW) communications requirements. The role involves collaboration with various Navy and DOD entities to identify communication gaps and develop comprehensive solutions. This position offers an opportunity to significantly impact Navy IW communications and contribute to the effectiveness of naval operations.

Responsibilities:



  • Provide managerial and analytical support to NAVIFOR and Naval Information Warfighting Development Center (NIWDC) for Navy IW communications requirements.
  • Offer subject matter expertise in formal writing and documentation of military communications requirements.
  • Retrieve and analyze data from multiple sources to identify communication gaps and develop collaborative solutions.
  • Execute a comprehensive process for Concept of Operations (CONOPS) development, ensuring validation through experimentation and fleet exercises.
  • Engage in the USFF Annual Fleet CONOPS data call.
  • Advise on the effective use of experimentation to enhance fleet posture and provide insights on FIMS submissions.
  • Validate IW-related Operational Tasking (OPTASK) implementation and recommend improvements.
  • Assess experiment objectives against relevant naval and joint task lists and capability areas.
  • Evaluate multinational experimentation for validating TTPs for coalition communication systems.
  • Attend planning conferences for exercises impacting Navy communications readiness and propose relevant experimental objectives.
  • Support NAVIFOR/NIWDC in proposing meaningful experiments.
  • Investigate technological, doctrinal, and organizational capabilities for future enhancements.
  • Create metrics gathering strategies and evaluate effectiveness of Doctrine.
  • Identify and assist in executing required Communications DOTMLPF-P actions.
  • Support the identification of capability gaps and review related documents.
  • Assist in the annual Information Warfare Integrated Prioritized Capability List related to OPNAV processes.
  • Advocate for fleet SATCOM requirements with relevant stakeholders and prepare analytical briefs for flag review.
  • Engage in staff planning meetings, briefings, and video teleconferences.
  • Develop agendas and summaries for capability gaps identification events.
  • Organize technical support for work sessions and meetings that aid in C5I development.
  • Prepare papers or oral briefings for the chain of command on document progress.
  • Assist NAVIFOR Government lead in Joint or international forums.
  • Support NAVIFOR N82 in meetings regarding current and future doctrine and requirements, liaising with relevant organizations.
  • MS Degree
  • 20+ years of experience with Tactical or Strategic Military Operations
  • 8+ years of related Naval Requirements, Doctrine or Capability development.
  • 6+ years of experience with Joint or Maritime operations.
  • 6+ years of experience with DOD DOTMLPF-P or PPBE Management.
  • Extensive experience in military communications, particularly within the Navy or DOD.
  • Strong analytical and problem-solving skills.
  • Familiarity with Naval Operations, Doctrines, and Communications Systems.
  • Ability to work collaboratively with diverse teams and stakeholders.
  • Experience in CONOPS development and military experimentation.
  • Understanding of SATCOM and coalition communications systems.
  • Proficiency in metrics development and analysis.
  • Active TS/SCI Security Clearance.
