ANALYGENCE is seeking a High Frequency (HF) & UHFSATCOM SME to support the development, evaluation, and implementation of communication strategies and operational requirements across Navy IW operations. This role offers the opportunity to play a crucial part in enhancing the Navy's communications capabilities and supporting effective IW operations.

Responsibilities:



  • Develop Fleet UHF SATCOM strategies, including Mobile User Objective System (MUOS) WCDMA and Integrated Waveform, and track exercise opportunities to evaluate operational capabilities.
  • Identify and design experimentation plans to validate operational capabilities for MUOS WCDMA use.
  • Collaborate in the development of shore IW Operations Requirements and document them in NAVIFOR IW Instructions.
  • Participate in the development of Wideband SATCOM SHF requirements.
  • Provide SME guidance on HF operations, including BFTN integration, to identify capability gaps and recommend effective strategies for the fleet.
  • Codify HF communication strategies into relevant documents (e.g., CONOPS, NTPs, TTPs, GCIBs, FAMs) as required by NAVIFOR.
  • Assess HF system fielding continuity and fleet training, providing recommendations for improvements.
  • Advocate for fleet HF requirements with program sponsors and offices, preparing analytics and briefs for flag-level review.
  • Develop a modernization strategy for HF, updating requirements letters and analyzing gaps in DOTMLPF-P across Fleet and shore facilities.
  • Assist Naval Information Warfighting Development Center (NIWDC) in developing CONOPS, doctrine, and TTP for RC3 tactical systems.
  • Collect and analyze data from various sources to identify communication gaps and develop collaborative solutions.
  • Contribute to the annual IW Integrated Prioritized Capability List related to the OPNAV Program Object Memorandum process.
  • Engage in staff planning meetings, briefings, and teleconferences.
  • Identify and analyze C5I-related capability gaps for documentation and staffing within NAVIFOR.
  • Develop agendas and session summaries for C5I capability gap identification and analysis events based on fleet guidance.
  • Organize technical support for briefings and meetings that contribute to C5I development.
  • Provide paper or oral briefings to update the chain of command on project progress as needed.
  • Assist NAVIFOR Government lead in performing Liaison Officer functions in Joint or international forums.
  • Support NAVIFOR N8 in meetings regarding current and future doctrine and requirements, liaising with various directorates and organizations.
  • BS Degree in a Science, Engineering or Information Systems discipline.
  • 8+ years of experience working with Naval HF & SATCOM communications including UHF SATCOM Narrowband Systems, SHF Wideband SATCOM and shore communications.
  • 6+ years of experience in tactical or strategic military operations and military comms systems.
  • 6+ years of experience with Naval or Joint Communication Programs, and stakeholders.
  • Strong analytical skills and ability to develop experimental and operational strategies.
  • Excellent communication and documentation skills.
  • Experience in the development of acquisition documents, CONOPS, doctrine, and TTP for tactical systems.
  • Knowledge of coalition operations and integration with NATO and other services.
  • Proven ability to engage with high-level stakeholders and prepare persuasive briefs.
  • Active TS/SCI Security Clearance.
