Non-Represented Pay Band N09 Minimum: $154,555.00/annually - Maximum: $234,151.00/annually Note: The negotiable salary offer will be between $154,555.00/annually - $183,351.00/annually (commensurate with education and experience.)
REPORTS TO Group Manager, Ops Support and Review CURRENT ASSIGNMENT BART's Transportation Operations Support and Review Department is looking for a Manager of Operations Training and Development to join our team! The Transportation Department is responsible for management of all Station and Rail operations, with a staff of over 1100 employees. This position will be responsible for directing, managing, and supervising transportation training personnel. Implementation of programs and systems to ensure Transportation staff are developed and trained across a broad spectrum of technical, safety and customer service topics. Maintaining staff compliance with regulatory compliance requirements. The successful candidate will possess the leadership skills to launch new programs efficiently and effectively and the agility to define and meet customer needs in a very dynamic environment. The candidate must be able to forge strategic partnerships in diverse stakeholder environments and solve complex administrative and technical issues. The candidate must also be focused on staff development with a heightened focus on clear communication, creating plans to meet departmental and district objectives collaboratively. The new Manager of Operations Training & Development will bring a fresh set of eyes in evaluating and reviewing the Transportation departments' current infrastructure. This position is both tactical and strategic in nature and will be utilized as resource for defining and developing best practices in addition to delivering necessary skills and knowledge. Supervisory experience is required. This position may require off shift or weekend work in field environments.

Examples of Duties

- Assumes management responsibility for all departmental training & development services and activities including technical certification and non-certification training functions; tracks & reports employee training status.
- Plans and coordinates, directly and through subordinate level supervisory staff, the training and development division's work plan; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; meets with key staff to identify and resolve problems.
- Manages the development and implementation of new training requirements resulting from existing as well as new and emerging programs.
- Evaluates current training programs and practices for assigned staff and implements new training strategies for improving delivery.
- Develops testing and evaluation processes for training programs; utilizing software and other resources to fulfill training needs.
- Identifies and develops methods of gathering, tracking and evaluating data to monitor and report on efficiencies, effectiveness, successes and continuous improvement.
- Reviews all required training records for compliance to regulatory and non- regulatory agency standards.
- Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
- Conducts site visits in the field to assess the suitability of locations for use as training sites and to ensure accommodations are compliant with applicable collective bargaining agreements provisions.
- Monitors and stays abreast of trends, developments and legislation related to assigned areas of responsibility; evaluates impact upon departmental operations; recommends and implements policy and procedural improvements.
- Participates in the development and administration of the department budget.
- Provides staff assistance to the Department Manager; participates on committees; prepares and presents staff reports and other necessary correspondence.
- Responds to and resolves difficult and sensitive citizen inquiries and complaints.

Minimum Qualifications
-
Education: Possession of a Bachelor's degree in Industrial-Organizational Psychology, Business Administration, Public Administration, or a closely related field from an accredited college or university.
Experience: The equivalent of five (5) years of full-time professional verifiable experience in training, instruction, and development, which must have included one (1) year of supervisory experience.
Other Requirements: Must possess a valid California driver's license and have a satisfactory driving record.
Substitution: Additional professional experience as outlined above may be substituted for the education on a year-for-year basis. A college degree is preferred.
