Under the general supervision of the Manager, Procurement, provide efficient purchasing services and excellent customer service for the MATC District. Collaborates with departments and vendors to ensure continued uninterrupted supply of materials and services to the college in the most cost effective manner possible. Daily responsibilities are completed independently using established policies and general objectives. Contact with supervisor limited to problems or unusual conditions. Communication is continuous between the division, industry partners, specialized agencies, and governmental regulatory bodies.

Characteristic Duties and Responsibilities

  • Collaboratively develop and maintain electronic procurement and data files that ensures compliance with purchasing policies and procedures; reviews and obtains and applies purchase conservancy.
  • Reviews external purchase requisitions to determine method of acquisition and potential alternative substitute materials to improve delivery or reduce costs.
  • As primary quote administrator, prepares and negotiates bid specifications, quote and bid documents, best pricing, and terms; maintain required quote documentation per MATC guidelines, assist Procurement Manager with Bid and RFP's upon request.
  • Assists department purchasing including specification development for bids and quotes.
  • Trains college staff in multiple departments on purchasing policies, procedures, and ordering methods.
  • Create purchase orders in COSMO system, print purchase orders; purchase order follow up and expediting; processing of requisitions; and updating of appropriate purchase order logs, files, and systems
  • Prepares and negotiates best price and terms for purchase orders.
  • Assists Procurement Manager with annual review of all District-wide procurements in preparation of a formal report for the MATC Board required by state statutes.
  • Evaluates and understands market conditions and pricing trends for higher education purchases and adjusts to those changes.
  • *Understands best business practices used in purchasing, including knowledge of supply chain and logistics operations, and purchasing management techniques including system contracting, procurement card purchasing, and E-commerce.
  • *As primary administrator of Staples Purchasing Program, performs internal audit of Staples statements; performs online administrative tasks related to the Staples program; trains MATC Staples program participants including Staples account approvers refresher courses on approvals, initialing, and current college policies and procedures.
  • Serves as direct representative of Procurement Manager on purchasing issues in Manager's absence.
  • Monitors and reports on the status of Staples purchases as well as other purchases ordering systems.
  • Develops an association with professional purchasing associations and purchasing consortiums such as NAPM, APICS, IPC, WTCS, WAPP, etc.
  • Assists Procurement Manager with annual review of District purchases and report preparation for the MATC District Board as require by state statutes.
  • *Purchasing (P) Card: Assist Procurement Manager with program responsibilities. Perform internal audit of statements and activity. Perform online administrative tasks related to the program and train MATC cardholders on college policies and procedures. Train P-card users and approvers initial and refresher training.
  • Ensures all college purchases are legitimate and properly approved in accordance with district, state, and Wisconsin Technical College System requirements.
  • Performs other related duties as required for the efficient operations of the division.

Qualifications

Compliance with all state, federal, and accreditation standards/requirements, as well as all MATC policies and procedures.

Required Education: Bachelor's degree in Accounting, Business Administration or related field.

Preferred Education: Master's degree is preferred.

Required Experience: Three (3) years of experience of related work experience.

Preferred Experience: Prefer more than three (3) years of relevant experience in public purchasing.

Preferred License/Certification: C.P.M. (Certified Purchasing Manager), C.P.P.O. (Certified Public Purchasing Officer) certification or C.P.P.B.

Knowledge, Skills & Abilities:

  • Working knowledge of procurement, inventory, purchasing, accounts payable and budget procedures.
  • Knowledge of state, federal, and WTCS procedures, laws, regulations and codes.
  • Working knowledge of Datatel ERP system desirable.
  • Knowledge and ability to utilize applicable facilities management software and Microsoft Office including excel and word.
  • Strong verbal, written, analytical, and persuasive skills and the ability to interact effectively with all levels of employees and management.
  • Strong organizational skills with a demonstrated ability to multi-task.
  • Ability to provide leadership and team building ability, strong supervisory and management skills and experience in Manager's absence.
  • Demonstrated skills in problem solving.
  • Ability to establish and maintain effective working relationships with students, co-workers, staff, vendors and the general public.
  • Ability to hire, train, and supervise staff and student workers.
  • Ability to work effectively with individuals from diverse educational and socio-economic backgrounds.


Supplemental Information

The department operates Monday through Friday from 8:00 a.m. to 4:30 p.m. The role is located at the downtown campus.

Salary Information Salary is listed to the midpoint of the range and placement is determined based on years of experience, internal salary equity, and a review of the applicant's employment and educational background as listed on the fully completed job application.
