DESCRIPTION OF WORK

The individual occupying this role is responsible for conducting program analyses related to federal funding and grants aimed at safeguarding public health. Under the guidance of a supervisor, the employee evaluates various federal funding initiatives, including the Emerging Contaminants in Small or Disadvantaged Communities Grant Program (EC-SDC) and other programs supported by the Bipartisan Infrastructure Law (BIL) and the Infrastructure Investments and Jobs Act (IIJA). Additionally, this position involves managing funds associated with the Water Infrastructure Investments for the Nation (WIIN) grant, particularly the WIIN 2107 Lead in Schools grant program.
The employee also provides assistance with the financial assessment of Pennsylvania's Drinking Water State Revolving Funds, the Public Water System Supervision grant, and other state or federal funding sources as required. Ultimately, this role is crucial for ensuring that a diverse array of funding sources and grants effectively and sustainably support essential functions within the Pennsylvania Department of Environmental Protection (DEP), specifically within the Safe Drinking Water Program. This includes activities such as water system permitting, inspections, compliance, operator certification, capability enhancement, and source water protection. Furthermore, the employee offers expert advice and guidance on program policies, grant administration, project management, and financial requirements.
In addition to these responsibilities, the position provides critical support in guiding water systems through the funding application process, as directed by the supervisor, to enhance opportunities for project funding under the BIL, IIJA, WIIN, and other relevant programs. A key focus of this role is to assist with drinking water infrastructure improvement projects funded by the BIL's EC-SDC grant program, which specifically targets the mitigation of emerging contaminants, such as perfluoroalkyl and polyfluoroalkyl substances, in the drinking water supplies of small or disadvantaged communities. Work Schedule and Additional Information:
- Full-time employment
- Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with 30-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time up to 3 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- One year of paraprofessional analytical experience; or
- An equivalent combination of experience and training.
