Summary: Manager of Manufacturing and Deployment

Lead the Manufacturing Organization with responsibility for responsible for overall manufacturing execution, budget, and schedule of the Manufacturing department activities for the Broken Arrow site.

Through carefully orchestrated planning, organizing, directing and controlling, the incumbent in this position assumes total accountability for the execution, quality and direction of the manufacturing scope associated with assembly, fabrication effort, initial equipment test, installation progress and results associated with any program. A high degree of manufacturing knowledge, management acumen, organization ability, communication skills, delegation discernment and general business aptitude are essential.

Essential Duties and Responsibilities

Defines, develops and transfers manufacturing and engineering tools, strategies and systems. Develops manufacturing strategies for specific products and processes. Actively participates with engineering project teams in order to coordinate the release of new products. Estimates and tracks manufacturing costs, determines time standards, and makes recommendations for tooling and process requirements of new or existing product lines. Maintains records and reporting systems for coordination of manufacturing operations.

Manages highly experienced professionals, supervisors, or managers. Communicates with parties inside and outside of the organization on matters of strategic importance to influence senior leadership on new concepts, practices, and approaches. Establishes overall direction for new processes, systems, and solutions. Recommends and implements strategies and develops operational plans/goals that directly impact the mid- to long-term function or business area achievements. Requires advanced management, business knowledge, leadership capabilities and broad experience across multiple related professional disciplines. Responsible for establishing the direction for new processes, systems, solutions, and products using significant conceptualization, reasoning, and interpretation. Solutions are innovative and often define best practice for the future. Opportunities for problem solving and innovation are regularly complex, requiring broad-based consideration of variables that impact multiple areas of the organization. Extensively analyzes implications of both near and long-term solutions.

  • Manage, plan, monitor and control all department activities and resources to ensure timely delivery of work products that meet technical requirements.
  • Own the Manufacturing process, metrics, and continuous improvement to ensure best practice and implement corrective action as necessary.
  • Lead and coordinate activities between CAE entities, both within CAE USA and throughout CAE Inc., which impact the department's work scope.
  • Support projects as they progress from integration through final acceptance.
  • Initiate design of modifications to product lines as necessary, fabrication of electrical / mechanical assemblies, kit deployment, documentation to support physical configuration audit and maintenance of equipment.
  • Review and control of budgets and man hour estimates to complete tasks on programs. This includes reviewing detailed tasks and budgets on programs and estimating the hours remaining.
  • Define resources and training needed by the department to execute design and tasks associated with programs.
  • Provide accurate estimates of work content and architecting solutions in support of bidding activities. This includes completing Basis of Estimate (BOE) sheets for proposals.
  • Draft Statements of Work and participate in proposal reviews.
  • Regular review and status of all programs in work within CAE USA at the Broken Arrow site.
  • Assist with development of CAE USA strategic and operational plans.
  • Displays the tact and self-discipline necessary to interface effectively with customers, vendors, all levels of employees and the general public.
  • Establish overall design approaches, priorities, generates and approves department standards.
  • Negotiate and receive new work for the department, delegating to appropriate group leaders based on priority and suitability.
  • Monitor the status of the work at the department level. Maintain staffing plans and approve employee timekeeping.
  • Evaluate performance of all department members.
  • Provide leadership, coaching/mentoring and guidance to Group Leaders.
  • Develop the talent pipeline, drive corporate culture and lead all employee management activities.
  • Maintain effective two-way communications, within the company, to share information and ideas openly.

Qualifications and Education Requirements

  • Bachelor's Degree or greater in Manufacturing or Industrial Engineering
  • 15+ years' experience in the simulation or aviation industry with a background in simulation manufacturing with a considerable background in functional and technical management directly with these areas.
  • Graduate Degree with a minimum of 13 years of prior related experience.
  • Due to U.S. Government contract requirements, only U.S. citizens are eligible for this role.

Preferred Skills

  • Must have proven leadership capabilities for technical management in US DOD aviation simulation along with detailed knowledge of modern system, hardware, manufacturing and development methodologies and deployment of simulation products.
  • Knowledge of MRP systems, MIL Standards, ANSI, ISO 9001, AS9100, NFPA, Quality Workmanship Standards, OSHA and best commercial practices.
  • Stays abreast of advances in engineering / manufacturing technology related to the flight simulation industry through personal initiative and continuing education efforts.
  • Related skill areas should include: technical writing and presentation, technical effort and cost estimating, budgeting/scheduling, and task performance management.
  • Ability to read, analyze, and interpret professional journals, technical procedures, or governmental regulations.
  • Must possess strong communication skills including the ability to effectively present information and respond to questions from groups of managers, clients, and customers.
  • Ability to define problems collects data, establish facts and draw valid conclusions.
  • An ability to interpret complex customer requirements and attitudes from verbal, non-verbal and written communication. Ability to deal with a variety of abstract ideas.
  • Excellent written and verbal communication skills are required.
  • Analytical math skills necessary to complete the required tasks.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems.

Security Responsibilities

Must complywith all company security and data protection / usage policies and procedures. Personally responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval. All government and proprietary information will be accessed and stored electronically on company provided resources.

  • Incumbent must be eligible for DoD Personal Security Clearance.

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

  • May be required to sit down for long lengths of time.
  • May be required to climb stairs.
  • Must be able to travel CONUS and to International sites
  • Must be able to climb stairs to enter and exit a simulator
  • Must be able to perform effectively as part of the project "team"
