Responsibilities

The Permitting Manager ensures all permitting requirements research is accurately completed, permitting requirements are adhered to, handles all permitting issues, ensures timelines are met, and fees are paid.

Essential Duties and Responsibilities:

  • Responsible for managing all permitting ordinance requirements research for every jurisdiction the client's sites are located in.
  • Responsible for completing permitting risk assessment/recommendations matrix of telecommunications deployment scenarios for all targeted jurisdictions
  • Manages Permitting Specialists for performance of applicable permitting and NTP requirements to meet market objectives
  • Manages Site Acquisition Vendors when necessary for special permitting needs when required
  • Regularly evaluates staff work load for adjustments to Specialists support staff
  • Executes Project Plan - Regularly monitors and measures quality of staff performance, ensures projected dates are met and forecasts are up to date, timely receipt of deliverables, and overall Client satisfaction in accordance with the Project Plan and Schedule
  • Oversees document control and ensures compliance with customer requirements
  • Executes Quality Plan - ensures accuracy of information, documents, deliverables, and forecasts provided to Client
  • Resolves complex permitting issues
  • Implement and execute GIS software to facilitate the determination of requirements in specific geographical areas
  • Create and manages the maintenance of Permitting Tracker for Project with Assigned Sites
  • Contact Jurisdictions to Determine Approval Process for Project SOW
  • Request E-mail Confirmation of Approval Requirements from Jurisdiction
  • Determine whether to outsource "In Person" submittals or have Permitting Lead Travel to Jurisdiction
  • Work closely with A& E Team and Site Acquisition Specialists to compile necessary documents for Permit Submittal
  • Manage the preparation and distribution of Carrier Exemption Letters for Permitting.
  • Manage the review of Permit Application Packages prior to submittal
  • Create Cover Letter and Submit Application(s)
  • Follow up with jurisdictions regarding comments/revisions
  • Forward comments/revisions to the appropriate party for correction.
  • Resubmit corrected/additional documents
  • Regularly monitor status of permit application(s)
  • Make sure Contractors follow appropriate Registration Requirements
  • Notify appropriate Site Acquisition Specialist when Permit(s) have been approved
  • Identification of permitted use areas, difficult jurisdictions, filing deadlines, approval time frames, application requirements.
  • Public Hearing investigation and preparation for submittals.
  • Preparation of hearing packages (Plan Commission Boards, ZBA Hearing Boards, etc.)
  • Coordination and distribution of Interference Studies, Photo Simulations, Coverage Maps, Balloon Test, etc.
  • Coordination with local Utility, DOT, Railroad, Police and Fire, State owned properties.
  • Review and analysis of 3rd party independent engineering reports.
  • Neighborhood meetings, including meeting with local Councilman, Alderpersons, Home Owner Associations, Tribal Councils, Historical District Determinations and Approvals.
  • Perform review and redline of construction drawings to verify they comply with the design requirements.
  • Other duties as assigned.

Qualifications

Qualifications:

  • Bachelors' degree, preferably in Urban Planning or related discipline
  • Experience in Urban Planning and GIS systems
  • Five years' experience in project management, and/or related functional areas preferably in telecommunication
  • Good communications and negotiation skills (written and oral)
  • Detail oriented and highly organized
