Great Hill is seeking a Senior Training Specialist in Washington, DC. The Senior Training Specialist is responsible for overseeing international military student programs and mobile training operations, ensuring adherence to U.S. security cooperation and assistance program requirements. Responsibilities include supporting the Security Cooperation Team Lead, liaising with regional training managers, managing training quotas, and coordinating training schedules. Additional duties involve data entry, student administration, and the preparation of comprehensive training reports and analyses.

Roles and Responsibilities include but are not limited to:



  • Managing USCG training programs utilizing both the USCG training program software, Direct Access by PeopleSoft, and the Department of Defense administered software program, Defense Security Assistance Management System (DSAMS) and enter student data into DSAMS.
  • Identify training quota requirements, analyze availability based upon assigned annual program allocations, and enter requirements into the quota management system to guarantee matriculation with the identified course.
  • Provide weekly updates of quota management and tasks and duties as well as prepare a weekly statistical report that provides a summary of current and projected IMS's attending USCG resident courses and scheduled Mobile Training Team (MTT) missions.
  • Assist with the management of international students and address any student management issues to the appropriate regional training manager and make the appropriate corrections to student training data.
  • Develop the annual USCG international training summary reports for submission as mandated by Congress and other USG agencies.
  • Provide analysis of historical student training data from availablesources annually for the purpose of developing a training trend analysis report.
  • Work across multiple USCG training centers to develop, schedule, and manage execution of USCG's MTTs.
  • Assist in the planning, coordination, execution, and escorting of foreign visitor delegations to USCG Headquarters, training centers, and operational units, which are sponsored by or directly support training and technical assistance programs.
  • Liaise with the Combatant Commands, foreign country Security Assistance Officers (SAOs) and Offices, Foreign Commercial Service and Defense Attaches, and USCG regional training managers to aid in developing training and assistance in support of Coast Guard FMS/EDA/FMF/MSI/INL activities.


Basic Qualifications:



  • A minimum of three (3) years of experience working in the foreign assistance orsecurity cooperation field managing international military students and mobiletraining.
  • Knowledge of USCG's overall mission, objectives, and programs, including theorganization, management, and leadership process by which the USCG willaccomplish the international training and security cooperation mission.
  • A minimum of three (3) years of experience working with various Title 10 and Title 22 Security Cooperation and Security Assistance programs such as Foreign Military Sales, Foreign Military Financing, International Narcotics and Law Enforcement, International Military Education and Training, and other U.S. grant aid and foreign assistance programs.
  • A minimum of three (3) years of experience working with various Department of Defense and USCG international military student management systems such as the Defense Security Assistance Management System (DSAMS), and the Student Assistance Network.
  • Active Secret Security Clearance.
  • Working knowledge of USCG training system, courses of instruction, and training capabilities supporting international military training.
  • Experience with all Microsoft Office 365 applications.
  • Availability to travel CONUS and OCONUS.

  • Demonstrated critical thinking, prioritization, detail orientation, and organizational skills to coordinate and collaborate on multiple events/projects simultaneously, each with different sets of timelines and deadlines.
  • Ability to learn new technologies for data entry, data extraction, and document management in shared file systems; to manage technical tools for course execution and to train others in the correct use of new systems.
  • Flexibility to change tasks and deadlines as well as manage workload.
  • Demonstrated ability to manage risk and recommend solutions in an effective manner.
  • Experience with collecting data, conducting analysis, preparing reports, and utilizing advanced Excel tools to enhance analysis and reporting requirements, and preparing results for dissemination to relevant stakeholders.
  • Maintain professionalism within the team, with the client, instructors, students, and external vendors through all means of communication in a diverse and international professional environment.
  • Able to work independently and to collaborate within and across teams.
