Position Overview:

We are seeking a highly experienced SVP, Rail Director - Transportation West to lead the engineering, delivery, and management of large-scale rail infrastructure projects and programs. This individual will provide strategic direction, manage multidisciplinary teams, and serve as a senior-level liaison with public agencies, local jurisdictions, stakeholders, and contractors. The ideal candidate will have 20+ years of experience delivering rail and transit systems, with proven knowledge of program management, alternative delivery and rail transit system design. The role will be responsible for helping grow the pipeline of major alternative delivery rail infrastructure programs/projects throughout the Southwest, and coordinate with STV's Centers of Excellence (COE) to expand STV's market share with core and capstone regional transit clients.

Key Responsibilities:

  • Provide executive-level program oversight for large, complex commuter, light rail, or heavy rail projects and programs, including planning, design, environmental, and construction phases.

  • Lead development and implementation of program strategies, risk management plans, project controls, and governance structures to ensure on-time, on-budget delivery.

  • Serve as the primary point of contact with public agencies (e.g., LA Metro, Caltrans, FTA, Metrolink), elected officials, contractors, and community stakeholders.

  • Oversee consultant and contractor performance, ensuring compliance with safety, environmental, and quality standards.

  • Manage budgets exceeding $500 million to $1B+, providing monthly program status updates to executive leadership and stakeholders.

  • Supervise and mentor project managers, engineers, and support staff, fostering a collaborative and accountable team culture.

  • Support funding and grant application efforts by preparing technical justifications, schedules, and cost estimates.

  • Identify and recommend internal process improvements related to engineering/design, quality oversight and project/program controls that enhance execution and delivery of technical services to end customers.

  • Ensure adherence to local, state, and federal regulations, including FTA guidelines and Buy America compliance.

Qualifications:

  • Bachelor's degree in Civil Engineering, Construction Management, Transportation Planning, or related field. Master's degree preferred.

  • Professional Engineer (PE) license in California or PMP certification is strongly preferred.

  • 20+ years of experience in program and project management for large-scale transportation infrastructure, with at least 15 years in rail transit projects and programs.

  • Proven success delivering major public sector capital programs in California, including work with agencies like LA Metro, the Foothill Construction Authority, SCRRA (Metrolink), or regional transit agencies.

  • Strong understanding of progressive design-build, CM/GC, CMAR and alternative delivery methods both from the designer, contractor and owner's perspectives.

  • Demonstrated leadership of multidisciplinary teams, with exceptional communication and conflict resolution skills.

  • Ability to manage complex stakeholder relationships, public engagement efforts, and political dynamics.

  • Familiarity with tools such as Primavera P6, MS Project, and earned value management systems.

Preferred Experience:

  • Knowledge of Metro Rail Design Criteria (MRDC)

  • Strong relationships with executives at Metro and JPAs responsible for delivering capital rail projects

  • Experience with FTA Capital Investment Grants (CIG) or TIFIA/Infrastructure Finance programs.

  • Knowledge of LA region transportation policy, funding sources, and regulatory environment.

  • Spanish or other second-language proficiency is a plus for public engagement in diverse communities.

Compensation Range:

$220,925.71 - $276,157.14
