Position Description
-
The Senior Project Manager is a point of contact for the City's projects. Working on establishing and maintaining processes for managing scope during the project lifecycle. Determining project scope, objectives, and deliverables, setting quality and performance standards, and assessing risk.

Job Duties and Responsibilities
-
- Develop procedures and manage staff to ensure efficient work efforts and quality output.
- Coordinate Risk Management activities, monitor project contingency, review and approval all changes, and ensure compliance with city and state retention requirements for program-related documents.
- Manage, direct, and supervise technical staff engages in the oversight and inspection of public and private infrastructure. Including utilities, sidewalks, and private development work within the Public Right-of-Way.
- Oversee professional contracts, from preparing proposals to negotiating and finalizing contracts and amendments, Reviewing all invoices before payment.
- Supervise and participate in developing proposals, rule revisions, ordinances, and formal documentation for review and approval by elected officials and governing bodies.
- Prepare and deliver presentations to various groups, citizens, elected officials, and staff. Act as a liaison for project/program activities.
- Communicate with City Council, residents, and other government agencies. Identify issues and communicate concerns to all interested parties so that appropriate action can be taken. Represent the City in a technical capacity in meetings and on various committees.
- Manage the project budget, ensuring appropriate allocation, monitoring expenditures, and preparing periodic reports. Develop and administer budgets and contracts.
- Supervise and participate in developing proposals, rule revisions, ordinances, and formal documentation for review and approval by elected officials and governing bodies.
- Oversee financial operations, initiate/participate in actions for core financial processes, and administer long term financial plans and multi-million dollar operating capital budgets.
- Provide staff supervision to ensure the quality and efficiency of work efforts.

Required Qualifications

MINUMUM QUALIFICATIONS: Bachelors Degree in Civil Engineering, Project Management or equivalent
MINUMUM EXPERIENCE: Six to ten years experience of related experience, including three years of project management or supervisory experience. LICENSES/CERTIFICATIONS: N/A EQUIVALENCY: An equivalent combination of education and highly related experience in a similar environment may be considered.
The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.
The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title, if the current employee has not had an administered background check within the past year. - Ability to develop long-range plans and implement innovative processes and procedures to achieve goals.
