About the Role:

To lead crisis & emergency management (CEM) capability development, subject matter expertise, assurance and specialist resources to manage risk and enhance organizational resilience across the International Region, in line with the company's Crisis & Emergency Management process.

Duties & Responsibilities:

  • Lead and influence organisational change efforts to build and maintain a positive Crisis & Emergency Management (CEM) culture and ensure relevant risks are effectively management by the business.
  • Maintain and assure the effectiveness of the company's organisational resilience through applying CEM and Business Continuity (BCM) arrangements
  • Lead 'best practice' Prevention, Preparedness, Response and Recovery (PPRR) arrangements to safeguard Woodside's people, the environment, assets, reputation and livelihood, under an 'all hazards' approach.
  • Manage and lead CEM team members to deliver team priorities against company objectives, managing employee performance.
  • Develop a trusting and supportive team environment, where a 'one-team' culture is evident, leading to strong employee satisfaction and optimum performance.
  • Build influential relationships internally throughout the business, bringing value by supporting risk owners in managing risk in a risk-proportionate, cost-effective way, optimizing organizational resilience to all-hazards.
  • Undertake a leadership role in industry domestic and global CEM forums (including HSP) to ensure Woodside's approach is contemporary and in alignment with best practice principles
  • Regulatory and Response Agencies stakeholder management
  • Continuously scan the environment ensuring best-practice, technology enabled solutions are applied to business problems.



Ensure senior leaders are engaged and kept up to date, with timely, efficient and concise reporting.



Technical




  • Champion Woodside's Global CEM processes, under the S&EM Our Expectations (OE).
  • Ensure CEM processes under the Security & Business Resilience OE are fit for purpose for the International Region and applied by the business.
  • Develop and maintain Woodside's CEM and HSP Capability Development framework (training, exercising) in the Intl. Region.
  • Ensure the capability and resourcing of local IMT's, the HIMT and Intl. CMT are maintained appropriately.
  • Develop and maintain HSP Testing of Arrangements schedule
  • Lead Global CEM Assurance program (all hazards, including Hydrocarbon Spill preparedness & response arrangements)
  • As a company SME and representative, provide technical advicewithin the business and promote CEM and HSP processes
  • Both lead and manage CEM personnel and resources, while directly managing CEM responsibilities as agreed.
  • Ensure Woodside maintains a network of trusted CEM and HSP contracted capability to provide surge support and CEM and HSP services in response to major incidents.
  • Ensure contractual arrangements and commercial documentation is aligned with requirements and in compliance with Woodside standards
  • Provide specialist, subject matter expert (SME) advice in relation to Emergency Response/ Incident Management, Hydrocarbon Spill Response, Incident Coordination & Crisis Management
  • Ensure all HR requirements in terms of team management are adhered to and systems are updated (SuccessFactors)
  • Industry benchmarking and evaluation

Skills & Experience:

Based in Houston, success in the role requires an individual who has demonstrated extensive experience in CEM Prevention, Preparedness, Response & Recovery arrangements. Key is that the incumbent can work both independently (delivering individual outcomes for the business) and lead a dynamic, cohesive CEM team to achieve organizational priorities. The position requires extensive experience in managing incidents and crises at tactical, operational and strategic levels. It is essential to have well developed written and verbal communication skills, coupled with an ability to lead, manage, support and influence others, in accordance with Woodside's leadership expectations. The following competencies are 'must haves':




  • Development and implementation of sound tactical and operational level CEM advice, solutions, and strategies. (All Hazards)
  • Strategic level incident command, coordination and management, both directly and through others (Team).
  • Ability to coach, guide, influence and build the capability of senior leaders in their role as Incident Commander, CMT Leader or CMT Members
  • Expertise in developing and implementing risk-proportionate CEM plans and procedures
  • Ability to effectively lead and manage a team, navigate conflict, manage performance and support employee development and well-being
  • Sound knowledge and application of relevant State, National and International Emergency Management frameworks
  • Application of HSE and Assurance standards and procedures
  • Conducting S&EM Risk Assessments and S&EM Plans in line with relevant legislation
  • Well-developed communication, interpersonal, organizational and negotiation skills
  • Capacity to engage with senior internal and external stakeholders and risk-owners, with the ability to influence outcomes at all levels.
  • Demonstrated ability to develop and deliver strategic crisis management planning, advice and training at a senior organisational level.
  • Sound understanding of risk management and business continuity management processes.
  • Detailed awareness of external providers of emergency and crisis management services.
  • High levels of personal resilience, adaptability and ability to remain calm in a crisis, communicating effectively, upwardly, downwardly and across.
  • High levels to sensitivity and adaptability to address individual team member needs and dynamics.
  • Well-developed business acumen, works collaboratively with others, demonstrates a 'One Team' mindset focussed on 'what's best for the business'.
  • Understanding and application of Woodside's leadership expectations and leadership development framework.



Ability to travel within the International Region to lead and support remotely deployed personnel and CEM capabilities.

Business Environment

The context of the role is as a leader within the Security & Emergency Management Team (S&EM), within the broader Security & Global Workplace (S&GW) team, responsible for leading organisational resilience within the International Region. S&EM plays a leading role in the prevention, preparedness, response and recovery to emergencies & crises pan-Woodside, including establishing interface and partnerships with external related organisations and agencies.



The role is accountable for leading the company's CEM arrangements in the International Region, to ensure organizational resilience to all-hazards, in compliance with regulatory obligations (including Licence to Operate) and the Woodside Management System. With a focus on capability development, risk management, assurance and continuous improvement, the principles of prevention, preparedness, response and recovery provide for the protection of Woodside's people, environment, assets, reputation and livelihood. Strong partnering relationships with internal and external stakeholders, effective team leadership and coordination, and personal and team impact within the business is key to ensuring risks and threats to Woodside are managed, the company remains resilient to internal and external hazards and the operating environment remains safe.
