DESCRIPTION OF WORK

In this position, you will be responsible for overseeing the management of all permitting activities related to waterways, ensuring that all necessary permits for waterway usage and earth disturbance are obtained for project execution and maintenance tasks. Your duties will also include managing the District's commitments to mitigation and monitoring compliance during the post-construction phase. You will be tasked with developing and implementing a comprehensive program to ensure adherence to Municipal Separate Storm Sewer System (MS4) and Strategic Environmental Management Program (SEMP) regulations, which will involve managing inventories, conducting inspections and audits, providing training, and facilitating related coordination efforts. Additionally, you will establish and enforce policies governing the design, maintenance, and construction of stormwater control measures (SCMs), which will require you to oversee the inventory and inspection of SCMs owned by the District. Your responsibilities will extend to managing, reviewing, and approving all environmental documentation in accordance with the National Environmental Policy Act (NEPA), ensuring that the District secures all necessary environmental clearances and permits for construction activities, including those related to waterways and the National Pollutant Discharge Elimination System (NPDES). Ultimately, your role will be pivotal in ensuring the District's compliance with all environmental mitigation obligations.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • Seven years of professional planning experience in local, regional, or state planning including two years in a supervisory capacity; or
  • Two years of experience as an Environmental Planning Supervisor; or
  • A Master's degree in planning or one of the environmental sciences and five years of professional planning experience, including two years in a supervisory capacity; or
  • Any equivalent combination of experience and training.

Other Requirements:

  • This particular position also requires possession of an active non-commercial Pennsylvania Class C Driver's License or equivalent.
