Department Overview

Gas Regulatory and Risk comprises several teams focused on developing and maintaining gas guidance documents, acting as the liaison with our federal and state regulators, managing and ensuring compliance with all applicable code requirements and commitments, managing the response development for internal and external requests, developing a risk strategy and quantitative modeling, leading the development of a risk-informed and resourced work plan, and developing regulatory strategy to support PG&E's position in regulatory proceedings. All teams within Gas Regulatory and Risk serve a customer base both within Gas Engineering and Gas Operations, as well as cross-functionally with other PG&E organizations.

The Gas Investment Planning (IP) team leads the development of our multi-year work and financial plans that balance True North Strategy goals, commitments, and key deliverables for our customers. Gas Investment Planning is governed by the Utility Business Plan Deployment (BPD) Standard (GOV-4001S) and Risk-Based Portfolio Prioritization Framework (RBPPF) (RISK-5004S). Developing the plan requires engagement with various key Gas stakeholders including Asset Family Owners, Process Owners/Managers, Project/Program Managers, Business Finance, as well as Enterprise functions including BPD, Resource Planning, Enterprise Risk, and demand alignment organizations (Fleet, IT, CRESS, Academy, Environmental, etc.). Through interdependence, this position also collaborates with its peers in Gas Risk Management, Gas Regulatory Strategy, and the Gas General Rate Case (GRC) Case Manager to support strategic direction, analysis, reporting, and other activities related to the gas investment plan.

Position Summary

This Program Manager, Principal is in direct strategic support of all Gas Investment Planning goals and objectives. The role will collaborate closely with the director, principals on the team, Gas stakeholders on developing strategic initiatives and projects in support of Business Plan Deployment (BPD). The role supports the IP program team by:

  • Working with Asset Family Owners, Mega Process Owners, Process Owners in support of business decision making, strategy, and operations. This includes but not limited to understanding gas work (capital, expense), collaborating with various teams in Gas Engineering and Operations as well as Enterprise BPD and Risk teams, developing strategy for outer year planning, preparing presentations, and talking points for senior leadership discussion. This role will also need to perform data analysis to support business decision making including the use of complex excel files/formulas, power BI dashboards, and other data analysis tools.

Position duties (may include but are not limited to)-

  • Leads Business Plan Deployment (BPD) process for Gas to develop work and financial plans. Demonstrates strategic leadership with internal stakeholders to support company goals.
  • Manages major cross-functional projects and initiatives.
  • Works with senior management to support strategic planning and decision making.
  • Performs analysis on the most complex data models that have cross- functional impact to plan and prioritize portfolio of work.
  • Solves unique and complex problems, anticipating issues and developing innovative solutions. Presents findings and recommendations to senior leaders to gain agreement.
  • Develops intuitive, clear reporting mechanisms including dashboards to communicate program outcomes to various departments and leadership teams.
  • Provides coaching and direction to other less experienced employees.

The role also participates in business process improvement, quality control and other initiatives. In addition, the role develops, manages, and coordinates performance and quality assessment, business process re-engineering, change management, communication, and training.

This position is hybrid, working from your remote office and your assigned work location based on business need. The preferred work location is San Ramon, CA. The assigned work location will be within the PG&E Service Territory.

Location is flexible within the PG&E Service Territory, please note hiring leader will make final decision of what are appropriate headquarters for the role based on business need.

Position will require travel availability on an as needed basis.

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of thejob posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will bebased on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience,market value, geographic location, and internal equity.Although we estimatethe successful candidate hiredinto this rolewill be placed towards the middle or entry point of the range, the decisionwill be made on a case-by-casebasis related tothese factors.

A reasonable salary range is:

Bay Area Minimum:$140,000

Bay Area Maximum: $238,000

OR

California Minimum:$133,000

California Maximum: $226,000

This job is also eligible to participate in PG&E's discretionary incentive compensation programs.

  • Develops or provides significant input to PG&E leadership, other utilities with similar programs, industry and/or regulatory decision makers to influence market place and regulatory strategies impacting PG&E and its customers.

Qualifications-

Minimum:

* Bachelor degree or equivalent experience.

* 10 years of related experience or equivalent

Desired:

  • Graduate Degree or equivalent experience.
  • Adept at addressing issues and solving problems promptly with diplomacy and tact.
  • Possesses unique subject matter expertise in what-if modeling analysis, concepts, methods, and techniques to build business recommendations.
  • Depth and breadth of expertise in multiple qualitative and quantitative analytical methods, approaches, and tactics.
  • Financial analysis, modeling, budgeting, forecasting experience.
  • Bachelor's degree in Finance, Economics, Engineering, Data Analytics or related discipline or equivalent work experience
  • Ability to use understanding of the business to drive strategic decision making, and to recommend operational improvements.
  • Understanding in dashboard creation utilizing data from SAP, Excel, or other databases and ability to prepare compelling presentations/business cases to achieve business decisions and outcomes.
  • Excellent organizational, prioritization, and multi-tasking skills.
  • Adaptable to changing business conditions and ambiguity.
