We are seeking a highly motivated Business Financial Manager (BFM), Intermediate to provide financial management, planning, and execution support to Program Management Activity (PMA)-261, the CH-53K Heavy Lift Helicopter Program. The selected candidate will perform a variety of program and financial management duties to ensure effective resource planning, execution, and reporting in support of the program office's mission.


Duties:




  • Develop, update, and maintain program financial documentation, including spend plans, financial execution reports, and budget exhibits.



  • Assist with the preparation and submission of budget requests, POM inputs, and financial justifications to higher headquarters.



  • Track commitments, obligations, and expenditures in Navy Enterprise Resource Planning (Navy ERP) and other applicable systems to ensure compliance with fiscal law and program objectives.



  • Monitor and report execution status against appropriated funding, identifying risks, variances, and recommending corrective actions.



  • Prepare financial briefings, status reports, and data calls for program leadership and external stakeholders.



  • Support annual and mid-year budget reviews, reprogramming actions, and execution plan updates.



  • Coordinate with IPT leads, contracts, logistics, engineering, and other program stakeholders to align funding with program requirements.



  • Support audits and reviews by providing required financial documentation and reconciliations.



  • Ensure compliance with DoD, DON, and NAVAIR financial management policies, procedures, and reporting requirements.




Required Experience:



  • Five (5) years of relevant experience.

  • Proficiency with Navy ERP and Microsoft Office Suite (Excel, PowerPoint, Word).



  • Experience with DoD Planning, Programming, Budgeting, and Execution (PPBE) process.



  • Knowledge of Navy working capital funds, appropriations, and fiscal law.



  • Strong analytical, organizational, and communication skills.




Required Education:



  • Bachelor's degree in a business, financial, or related discipline


Desired Qualifications:




  • Master's degree in a relevant discipline.



  • Experience supporting NAVAIR programs, specifically PMA-261 or other rotary-wing acquisition programs.



  • Familiarity with NAVAIR financial tools such as SMART, CRS, and PBIS.



  • Ability to work independently and in a team environment to meet deadlines in a fast-paced setting.




Work Environment:




  • This position will require periodic on-site support at NAS Patuxent River, MD.



  • Occasional travel may be required for program reviews, training, or stakeholder meetings.




Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Compensation at Precise Systems is determined by various factors, including education, experience, skills, competencies, and contract-specific requirements. The salary range for this position is $68,952.32 to $117,649.90 (annualized USD). This range represents the standard pay for this role and is just one component of Precise Systems' total compensation package.
