Job Title: Senior Purchasing Manager
Location: Lockport, LA

Position Overview:

The Senior Purchasing Manager provides critical procurement support for Bollinger Operational Support (BOS) and oversees all operations within the BLN and BHS purchasing departments. This role is responsible for setting policies, guiding purchasing strategies, and ensuring high performance across multiple shipyard locations.

Key Responsibilities:



  • Manage the overall operations of the BOS purchasing program.
  • Oversee New Construction purchasing across multiple Louisiana shipyards (Lockport and Houma).
  • Develop and implement departmental policies and procedures aligned with business needs.
  • Define and manage key performance indicators (KPIs) for purchasing functions.
  • Responsible for recruiting, performance management, salary reviews, and if needed, termination of purchasing staff.
  • Control departmental budgets and ensure cost-effective operations.
  • Analyze market trends and delivery systems to determine material availability.
  • Direct and coordinate the daily activities of the purchasing team across sites.
  • Lead efforts to build and maintain vendor relationships, ensuring performance on cost, quality, and delivery targets.
  • Collaborate across departments to align materials purchasing with production schedules and address delays proactively.
  • Ensure compliance with company safety and quality standards by all purchasing personnel.
  • Perform additional duties as required or assigned by management.


Qualifications:



  • Required: Eight (8) years of purchasing experience.
  • At least three (3) years in purchasing management or equivalent leadership role is preferred.


Skills and Abilities:



  • Proficiency in basic computer programs including Microsoft Word and Excel.
  • Strong working knowledge of commercial and government procurement practices.
  • Familiarity with the industry vendor base.
  • Excellent written and verbal communication skills.
  • Thorough understanding of Supply Chain Management principles.
  • Capable of managing high-volume workloads and multi-tasking.
  • Demonstrated problem-solving expertise.
  • Proficient in advanced negotiation strategies.
  • Leadership skills with a high degree of integrity and professionalism.
